Property of the state and its realization under conditions of Office of the Government representation in Property Affairs

Abstract:

Stát jako autorita je vlastníkem nemalého majetku. Ten potřebuje k plnění svých ekonomických, sociálních a politických funkcí. Ovšem stát není schopen ho obhospodařovat sám. Proto zřizuje subjekty, kterým toto právo přenechává. Jedním z nich je i Úřad pro zastupování státu ve věcech majetkových. Tato práce se snaží v různém rozsahu obsáhnout celou problematiku majetkových vztahů státu a možnosti jeho využití. Je rozdělena do jednotlivých kapitol, které jsou provázány a vždy poukazují na obě strany vztahu stát – Úřad. Celá práce je zaměřena na vyvrácení domněnky, že tento Úřad je jen dalším zbytečným orgánem státní správy a umělým navyšováním počtu úředníků.

Abstract:

The state as an authority is the owner of considerable assets. It needs these assets to fulfil its economic, social and political functions. But the State is unable to cultivate them itself. Therefore, it establishes the entities, which are authorized to administer these assets. One of them is the Office of the Government Representation in Property Affairs. This paper tries to describe the whole range of different problems of property relations law and its possible use. It is divided into particular chapters that are linked together and always respect the both sides of the relationship: the State – the Office. The whole work is focused on overcoming presumption that this Office is just another useless government authority and it artificially raises the number of officials.
