Abstract:

Má bakalářská práce se zabývá prezidentskými a parlamentními volbami ve Francii v roce 2012, zejména volební analýzou, ověřením hypotéz o účincích synchronizace funkčního období prezidenta a Národního shromáždění. Struktura této práce se skládá ze tří hlavních částí. První dva oddíly obsahují teorii, konkrétně se jedná o krátké pojednání o politickém systému ve Francii obecně, následuje teorie o načasování voleb, která je velmi zásadní pro účely této práce. Třetí část je empirického charakteru a nabízí analýzu prezidentských a parlamentních voleb ve Francii v roce 2012. Z hlediska kontinuity a integrity mé práce bylo nezbytné stručného vysvětlení pojmů jako je kohabitace, prezidencialismus, výčet pravomocí prezidenta a premiér, či deskripce francouzského politického systému. To vše je doplněno výkladem ústavních reforem, které byly určující nejen pro proměnu ústavy, ale samozřejmě i politické praxe. Francouzskou republiku sužovala období kohabitace, což komplikovalo politickou praxi a rozdělení pravomocí. Aby se předešlo této situaci, byly provedeny tři podstatné reformy - všeobecné a přímá volba prezidenta, změna volebního kalendáře a změna funkčního období prezidenta ze sedmi na pět let. Cílem mé bakalářské práce bylo ověřit účinky synchronizace prezidentského funkčního období a s funkčním obdobím Národního shromáždění spolu s načasováním voleb, čehož jsem docílila s pomocí teoretických znalostí ve spojení s volební analýzou. To vše mně bylo nápomocné ke konstatování, že možnost kohabitace je eliminována a pravomoci prezidenta jsou více stabilní.

Abstract:

My Bachelor thesis deals with the presidential and parliamentary elections in France in 2012, particularly the electoral analysis, testing hypotheses about the effects the presidential term and term of the National Assembly timing. The structure of my thesis is composed of three main parts. The first two sections provide the theory, which means the introduction into the political system of France in general and then there is the theory of the electoral calendar, which is necessary to realize for the purpose of this thesis. Regarding the third empirical part, it offers an analysis of presidential and parliamentary elections in France in 2012. The continuity and integrity of the subject of my thesis, it was a brief explanation of terms such as cohabitation, presidencialisme, the powers of the President and the Prime Minister and even the french political system. All of these are complemented by interpretation of constitutional reforms, which were significant for the changes and development of the constitution and of course the political practice. The French Republic suffered from cohabitation, which complicated the political practice and the distribution of powers. To avoid this situation, there were three necessary reforms to implement - the universal suffrage of the President, the change of the electoral calendar and changing the presidential term from seven-to five-year period. The aim of my Bachelor thesis was to investigate the effect of the synchronization of the presidential term and the mandate od the National Assembly and the electoral calendar using the theoretical knowledge in conjunction electoral analysis. All of this helped me to prove that cohabitation is eliminated and the President's powers are more stable.
