Analysis of the Czech foreign policy and its tools within the Eastern Partnership project

Abstract:

Bakalářská práce se zakládá na analýze české zahraniční politiky v rámci Východního partnerství (VP), jednoho ze stěžejních projektů EU spadající pod Evropskou politiku sousedství, respektive Společnou zahraniční a bezpečnostní politiku, v období od jejích samotných počátků po konec roku 2013 s důrazem na konkrétní nástroje, které ČR využívala k prosazení svých zájmů v této oblasti. Text je strukturován do tří hlavních částí. První kapitola se věnuje vzniku, charakteristice a principům fungování projektu. Druhá kapitola zkoumá postavení VP v české zahraniční politice, konkrétně analyzuje historický kontext vztahu ČR k východní Evropě, vliv ČR na iniciaci a formulaci VP a roli, jež v této souvislosti sehrálo české předsednictví EU v roce 2009. V rámci této části je rovněž zkoumána reflexe VP v oficiálních vládních dokumentech. Třetí část se pak zaobírá analýzou nástrojů české zahraniční politiky, pomocí nichž se ČR v letech 2010-2013, kdy bylo VP již deklarováno jako jedna z oficiálních priorit české zahraniční politiky, v projektu angažovala a jež ji pomáhaly prosazovat své zájmy v této oblasti.

Abstract:

The bachelor thesis is based on the analysis of the Czech foreign policy within the framework of Eastern Partnership (EaP), one of the core projects of the European Union which falls under the European Neighbourhood Policy or, more precisely, under the Common Foreign and Security Policy, from its very beginning to the end of the 2013. Special emphasis is put on particular tools that Czech republic (CR) used to enforce its interests in this field. The thesis itself is divided into three main parts. First chapter concentrates on initiation, characteristics and principles of functioning of the project. Second part examines the role of the EaP in the Czech foreign policy with regard to historical context of the relationship between CR and Eastern Europe, influence of the CR on initiation and formulation of the EaP and a role played by Czech presidency of the Council of the EU in 2009. This section also explores how was the EaP reflected in relevant official governmental documents. Third chapter then focuses on the analysis of individual tools of the Czech foreign policy that enabled CR to involve in the EaP and to assert its interest in this area during 2010-2013, when the EaP was already declared as one of the key priorities of the Czech diplomacy.
