Analysis of the municipal economy

Abstract:

Bakalářská práce je zaměřena na hospodaření vybrané obce Uherský Brod. Hlavní cíl spočívá ve zhodnocení finanční situace ve zvolené osmileté časové řadě pomocí finanční analýzy. Ze zjištěných nedostatků jsou navržena opatření, která mohou pomoci hospodaření obce zlepšit. Práce je rozdělena do dvou hlavních částí -- literární rešerše a praktická část. Literární rešerše je zaměřena na problematiku obce, jejího rozpočtu a je v návaznosti na část praktickou. Praktická část se věnuje analýze rozpočtu a výpočtům finančních ukazatelů. Z celkové analýzy rozpočtu byl zjištěn deficitní charakter rozpočtu v posledních sledovaných letech (vyjma roku 2013). První finanční ukazatel, běžná likvidita, vykazuje od roku 2010 nevyhovující hodnoty, kdy ukazatel klesl pod limit stanovený Ministerstvem financí. Zlepšení se Uherský Brod dočkal v posledním sledovaném roce. Zadluženost obce je druhý sledovaný ukazatel. Dosahuje uspokojivých hodnot, neboť nebyl překročen limit Ministerstva financí.

Abstract:

Thesis is focused on management of the selected town Uhersky Brod. The main goal is to evaluate a financial situation in a eight year period, using financial analysis. New arrangements were suggested based on detected deficiencies and these arrangements can improve the management of the town. The thesis is divided into two major parts -- literary recherche and practical section. The literary recherche is focused on the town matters, its budget, and is connected to the practical part. The practical part is devoted to a budget analysis and computation of financial indicators which are used for evaluation of financial situation. The deficit character of the budget was found from the overal budget analysis (excluding year 2013). The first financial indicator, current ratio, shows incompatible values since 2010 when the indicator dropped out of the limit of the Ministry of Finance. An improvement for Uhersky Brod came in the last tracked year. The town debt is another monitored indicator. The outcome achieved satisfies the limit of the Ministry of Finance.
