Elections to the municipal council

Abstract:

Tato bakalářská práce pojednává o volbách do obecních zastupitelstev v roce 2014. První kapitoly jsou zaměřeny na vymezení pojmů obec, samospráva obce, obecní zastupitelstvo a jeho pravomoci. Dále je popsán volební proces, volební právo, volební orgány, kandidátní listiny, průběh voleb, hlasování a zjišťování volebních výsledků. Třetí kapitola krátce pojednává o volební klauzuli a volebních formulích, jejichž použití je dále názorně vysvětleno včetně výpočtů v poslední kapitole, která se zabývá analýzou volebních výsledků ve vybraných městech Moravskoslezského kraje. Základem pro výpočty je město Opava, srovnání je potom provedeno na výsledcích města Ostrava s velkým počtem obyvatel a obce Dobrá s nízkým počtem obyvatel. Následně jsou porovnány a komentovány výsledky voleb v těchto městech, dosažené užitím volebních dělitelů dle platné legislativy před a po roce 2001.

Abstract:

This bachelor thesis deals with the elections to municipal councils in 2014. The first chapters are focused on the definition of the concepts of municipality, municipal administration, municipal council and its powers. It also describes the electoral process, the electoral law, the electoral authorities, the lists of candidates, the course of the elections, the voting and the observation of the election results. The third chapter deals briefly with the electoral clause and electoral form, the use of which is further illustrated, including the calculations in the last chapter. The last chapter deals with the analysis of elections in the Moravian-Silesian Region. The basis for the calculations is the city of Opava. The comparison is then made on the results of the city of Ostrava with a large number of inhabitants and Dobrá village with a low population. Consequently, the results of elections in these cities are compared and commented by using the methods which were in force before and after 2001.
