Abstract:

Předmětem diplomové práce Trajektorie fiskální politiky ČR v 90-tých letech a koncepce fiskální politiky po vstupu do EU je zmapování vývoje této oblasti hospodářství ve světle událostí v uvedeném časovém horizontu. Těmi zásadními událostmi, které se nejvíce podepsaly na utváření fiskální politiky v daném období, jsou proces ekonomické transformace, gradující v první polovině 90. let minulého století, měnová krize a výrazné zpomalení hospodářského růstu druhé poloviny 90. let, jako i počátkem nového století sílící účast ČR v evropském integračním procesu, jehož vyvrcholením bude její účast v eurozóně. Vedle konsekvence těchto událostí pro oblast veřejných financí, resp. fiskální politiky, práce zachycuje a hodnotí rovněž interní vývoj fiskální politiky jako takové, poznamenaný zejména hlubokou strukturální krizí. Cílem je nejen vytvořit ucelený přehled její trajektorie, ale i porovnat zda a nakolik se přelom tisíciletí odrazil na jejím charakteru.

Abstract:

Subject of the theses The Trajectory of the CR Fiscal Policy in 1990’s and the Fiscal Policy Conception after the EU Accession is to monitor the development of this area of economy in the presence of events in set time period. These major events, which have mostly influenced the creating of fiscal policy, are process of economic transformation which was graduating in the first half of 90th of the last century, monetary crisis and accentuated slowdown of economic growth of second half of 90th, as well as growing participation of CR in European integration process in the beginning of new century, which will culminate in its participation in the Eurozone. Besides the consequence of these events for the area of public finances, respectively fiscal policy, the theses also presents and evaluates the internal development of fiscal policy as such, characterized especially by deep structural crisis. The intention is not only to create overview of its trajectory, but also to confront if and how much the turn of the century has influenced its character.
