The PPP projects: Present situation and perspectives in the context of the Slovak Republic

Abstract:

Issue of PPP, partnership of public and private sectors has been often discussed recently as a potential tool able to guarantee and develop services that are provided to public. The basic idea is to enhance cooperation between the public administration and the private companies either on the regional or on the local base. The goal of the cooperation is to find a more efficient way to provide services, which have to be generally guaranteed and provided by public sector. The advantages, that the partnership of public and private sectors bring, have been more and more frequently used in the Slovak Republic as well as in other member states of the European Union. The aim of the graduation thesis is to explain and analyse the conditions under which PPP projects operate and are being implemented in the Slovak Republic and member countries of the Visegrad Four as well as current situation and prospects in these countries. The thesis gives analyses of theoretical solutions for PPP projects and evaluates the projects that have already been implemented under the conditions of the Slovak Republic and other states within the Visegrad Four. We also studied a current situation and the prospects for development of public – private partnerships in the Slovak Republic and the countries within the Visegrad Four. The survey has been carried out and we put an effort to outline the development trends and perception of the issue by public. The thesis gives results on situation assessment, operation, conditions, and history and future prospects of how the public – private partnerships might be implemented in Slovakia and other states of the Visegrad Four.

Abstract:

Problematika PPP, partnerstvo verejného a súkromného sektora, je v poslednej dobe často diskutovanou témou, ako možný nástroj pre zaistenie a rozvoj služieb poskytovaných občanom. Základnou myšlienkou je posilnenie spolupráce verejnej správy so súkromnými firmami, či už na úrovni krajov, miest alebo obcí. Cieľom tejto spolupráce je nájsť efektívnejší spôsob zabezpečenia služieb, ktoré normálne musí zabezpečovať a poskytovať verejný sektor. Výhody partnerstva verejného a súkromného sektora sa čoraz častejšie využívajú v Slovenskej republike, tak ako aj v ostatných štátoch Európskej únie. Zámerom predkladanej diplomovej práce je objasnenie a analýza podmienok fungovania a realizácie PPP projektov v Slovenskej republike a štátoch Višegrádskej štvorky a súčasný stav a perspektívy v týchto krajinách. V práci analyzujeme teoretické východiská PPP projektov a hodnotíme realizované projekty v podmienkach Slovenskej republiky a v ostatných štátoch Višegrádskej štvorky. Skúmali sme aj súčasný stav a perspektívy rozvoja verejno-súkromných partnerstiev v Slovenskej republike a v krajinách Višegrádskej štvorky. Tendencie vo vývoji a vnímanie tejto problematiky občanmi, sme sa snažili naznačiť realizáciou prieskumu. Výsledkom našej práce je, že sme zhodnotili situáciu, fungovanie, podmienky, históriu a budúcnosť využitia verejno-súkromných partnerstiev na Slovensku a v ostatných štátoch Višegrádskej štvorky.
