Abstract:

Ačkoliv se rozvíjení finanční gramotnosti u žáků stalo běžnou součástí edukační a finanční politiky mnoha zemí, konkrétní podmínky (sociální, ekonomické či kulturní) realizace tohoto konceptu v kurikulu se mohou výrazně lišit, což má dopady na samotný obsah vzdělávání. Ambicí předkládané disertační práce je proto nastínit vývoj a formu implementace finanční gramotnosti do kurikula České republiky a představit její koncept v současných stěžejních kurikulárních dokumentech. Dílčím cílem bylo srovnání dané koncepce s formou ukotvení finanční gramotnosti v kurikulech zahraničních zemí, a to z hlediska formálních charakteristik a samotného vzdělávacího obsahu. Srovnání je doplněno nastíněním geopolitického a historického kontextu pronikání konceptu finanční gramotnosti do kurikulárních dokumentů jednotlivých zemí či stručného přehledu a deskripce tamních vzdělávacích systémů. Doufáme, že takto komplexní analýza poskytne cenné informace a inspiraci pro případný rozvoj koncepce finanční gramotnosti v projektovaném kurikulu České republiky. Výzkumný soubor je tvořen standardy či rámcovými kurikuly České republiky, Austrálie, Japonska, Velké Británie, Kanady a vybraných států USA. Výzkumný zájem se týká především části dokumentů zabývající se rozvojem finanční gramotnosti u žáků na vzdělávací úrovni ISCED 1, 2 a 3. Analýza vzdělávacích dokumentů byla provedena v jejich formální a obsahové rovině kombinující kvalitativní i kvantitativní přístupy. Formální stránka vzdělávacích dokumentů byla zkoumána pomocí informační analýzy, pro komparaci obsahové stránky vzdělávacích dokumentů byla použita kvantitativní obsahová analýza textů. Obsahová analýza byla založena na postupně vytvářeném kategoriálním systému. Výsledky ukazují, že obsahově jsou dokumenty, věnující se problematice rozvoje finanční gramotnosti, v ČR rozsahem spíše úspornější. Může tak chybět dostatečná návodnost dokumentů, kterou se pyšnilo například australské kurikulum, a jejich informační hodnota může být vnímána jako nižší. Platí také, že není jasně vymezeno, jaká časová dotace by měla být konkrétně danému tématu věnována, a tak se může stát, že se s ním žáci seznámí jen okrajově či povrchně. Výsledky dále naznačují určitou nekonzistentnost projektovaného kurikula, tedy jeho částí – standardů a RVP ZV. Je patrné, že dokumenty se liší důrazem na určité kategorie a to tak, že některé jsou nejprve zdůrazňovány a poté zase upozaděny. Mimo to neproběhla při revizi RVP ZV reflexe již nově publikovaných standardů, čímž celkový koncept může působit roztříštěně. Častým zjištěním napříč studiemi pak byla nízká kognitivní náročnost významových jednotek zkoumaných dokumentů ČR, tedy samotných vzdělávacích výstupů. V rámci obsahové dimenze pak kvituji výraznější zaměření na finanční úkony spojené se správou osobních financí jedince a za vhodný také považuji důraz na oblasti podporující odpovědné chování jedinců. Z celkových výsledků plyne, že především australský dokument lze díky svojí uživatelské přívětivosti a celkovému pojetí koncepce finanční gramotnosti pokládat za cenný zdroj inspirace pro případné budoucí revize kurikul u nás.

Abstract:

Although the development of financial literacy among pupils has become a common part of the educational and financial policies of many countries, the specific conditions (social, economic or cultural) of this concept in the curriculum can vary significantly, which has implications for the content of education itself. The ambition of the presented dissertation is therefore to outline the development and form of implementation of financial literacy in the curriculum of the Czech Republic and to present its concept in the current key curricular documents. A partial goal was to compare the financial literacy concept with its form in the curricula of foreign countries, in terms of formal characteristics and the educational content itself. The comparison is enriched by an outline of the geopolitical and historical context of the financial literacy concept implementation into the curricular documents of individual countries or a brief overview and description of the local education systems. We hope that such a comprehensive analysis will provide valuable information and inspiration for the possible development of the concept in the projected curriculum of the Czech Republic. The research set consists of standards or framework curricula of the Czech Republic, Australia, Japan, Great Britain, Canada and selected US states. The research focuses mainly on the part of the documents dealing with the development of pupils financial literacy at the educational level of ISCED 1, 2 and 3. The analysis of educational documents was performed in their formal and content level combining qualitative and quantitative approaches. The formal side of educational documents was examined using information analysis, and a quantitative content analysis of texts was used to compare the content of educational documents. The content analysis was based on a gradually created categorical system. The results show that the content of documents dealing with the development of financial literacy in the Czech Republic is rather economical in scope. Thus, there may be a lack of sufficient guidance on documents, such as in the Australian curriculum, and the information value may be perceived as lower. It is also true that it is not clear which time frame should be specifically devoted to a given field, and so it may happen that students get acquainted with it only marginally or superficially. The results also indicate a certain inconsistency of the projected curriculum, ie its parts - standards and RVP ZV. It is clear that documents differ in their emphasis on certain categories, with some being firstly emphasized and then left behind. In addition, the revision of the RVP ZV did not reflect the already newly published standards, which means that the overall concept may seem fragmented. A frequent finding across the studies was the low cognitive intensity of the units derived from examined documents of the Czech Republic. Within the content dimension, I acknowledge the stronger focus on financial acts associated with the management of personal finances and also consider the emphasis on areas that support responsible behavior of individuals to be appropriate. The overall results show that the Australian document in particular, thanks to its user-friendliness and the overall concept of financial literacy, can be considered a valuable source of inspiration for possible future revisions of curricula in our country.
