The Common Agricultural Policy of the EU and Spain

Abstract:

Tato diplomová práce se ze všeobecného hlediska zabývá vlivem a důsledky fungování společné zemědělské politiky Evropské unie na agrární sektor Španělska a snaží se postihnout hlavní geografické aspekty proměn španělského farmaření v kontextu působení SZP EU a jejích zavedených reforem. Obecně je celá práce rozdělena do dvou velkých kapitol. První část má spíše teoretický charakter. Zaměřuje se na fungování SZP, její principy a nástroje, dále jsou zde analyzovány jednotlivé reformní procesy a na závěr pak zmiňuje způsob financování SZP a celkový unijní rozpočet. Na tomto teoretickém základě je pak postavena druhá a zároveň rozsáhlejší část předloženého díla. Nejprve pojednává o složitém průběhu, který předcházel vstupu Španělska do tehdejšího Evropského hospodářského společenství, kdy právě otázka zemědělství hrála klíčovou roli z hlediska postojů některých států, a následně chronologicky zkoumá jednotlivá plánovací období jak v rámci zemědělství, tak z pohledu rurálního rozvoje. Hlavním cílem je tak postihnout proměny agrárního sektoru Španělska z hlediska struktury farem, land use, zaměření rostlinné a živočišné výroby, účinků dotací, exportu a importu apod. v závislosti na reformách SZP. Používanými metodami jsou studium knižních a internetových zdrojů, sběr sekundárních statistických dat a posléze jejich třídění, analýza a komparace. Za pomoci zjištěných údajů je v práci pro lepší přehled a představu vložena řada tabulek, grafů a tematických map.

Abstract:

This diploma thesis is concerned with the influence and consequences of the EU Common Agriculture Policy on the agricultural sector in Spain. It further attempts to cover main geographical aspects of the Spain's farming in terms of the CAP and its current reforms. The thesis is divided into two main chapters. The first part is more theoretical. It discusses functioning of CAP, its principles and tools. In addition, this part analyzes partial reformative processes as well as the ways of financing CAP and the CAP's budget as a whole. The above mentioned part serves as a theoretical basis for the second part of this work. The second part talks about a rather complex admission of Spain into the former European Economic Community in which agriculture played a crucial when talking about the members' standpoints. What is more, this part also explores particular scheduling terms from the point of view of agriculture as well as from the point of view of the rural development. The main aim of this thesis is to capture the changes of the Spain's agricultural sector in terms of the farm structure, land-use, orientation of the plant/livestock farming, grant effectiveness, export and import etc. all dependent on the CAP reforms. Speaking about the methods used in this thesis, book as well as internet sources are used to collect secondary statistical data that have been further classified, analyzed and compared. To make the thesis more transparent, there are many graphs, tables and maps included.
