Abstract:

Tato diplomová práce za využití metody sekundární analýzy zpracovává dosud proběhlé volby do zastupitelstev všech krajů. V první části teoretické charakterizuje z ústavněprávního hlediska krajské zřízení, rovněž výkon volebního práva s poukazem na význam krajských voleb jako takových a teorie vzniku koalic. S využitím teoretické části je zpracována praktická část, kde jsou zaznamenány volby do všech krajů. Na základě výsledků, které se tak staly výchozím bodem k povolebnímu vyjednávání subjektů o vytvoření funkčních koalic je zaznamenán vliv na regionální politiku. Důležitým cílem pro strany v koalici je obsazení významných resortů v radě. Před samotným závěrem jsou provedeny komparace a analýzy včetně politických dopadů na centrální politiku za všechna dosud proběhlá volební období. Poté jsou zpracovány úvahy de lege ferenda s předpokladem zvýšení zájmu voličské obce o regionální politiku.

Abstract:

This thesis uses the methods of analysis of secondary processes have held elections to the councils of all counties. The first part describes the theoretical aspects of the constitutional establishment of the county, also exercise the right to vote, pointing to the importance of regional elections as such and the theory of coalitions. Using the theoretical part is the practical part, where elections are recorded in all regions. Based on the results, which thus became the starting point for post-election negotiations to establish functional entities is an effect of coalitionson regional policy. An important goal for the parties in the coalition'soccupation of major departments in the council. Before the conclusion are made comparison and analysis, including the policy implications of the central policy for all term has elapsed. They are then processed by Delege ferenda with the assumption of increased interest in the voting community of regional policy.
