Local regulation of alcohol consumption by a generally binding decree in the city of Orlová

Abstract:

Diplomová práce se zabývá místní regulací konzumace alkoholu obecně závaznou vyhláškou ve městě Orlová. Cílem práce je prozkoumat, jak místní aktéři hodnotí regulaci konzumace alkoholu na veřejnosti obecně závaznou vyhláškou ve městě Orlová. Téma je důležité z toho důvodu, že obecně závazná vyhláška je jedním z nástrojů regulace alkoholu v České republice, o němž zatím nejsou téměř žádné informace z důvodu výzkumné mezery v této oblasti. Popisuje zákonnou právní úpravu konzumace alkoholu a využití obecně závazné vyhlášky z pohledu místních aktérů politiky města, zástupců městské policie, prevence kriminality a sociální oblasti. Doplňuje zkušenosti s podobnými regulacemi v zahraničí a výsledky zavedených regulací a také komparuje vydávání obecně závazných vyhlášek regulujících konzumaci alkoholu v různých obcích.

Abstract:

The thesis deals with the local regulation of alcohol consumption by a generally binding ordinance in the town of Orlová. The aim of this thesis is to investigate how local actors evaluate the regulation of alcohol consumption in public by a generally binding ordinance in Orlová. The topic is important for the reason that the generally binding decree is one of the instruments of alcohol regulation in the Czech Republic, about which there is still almost no information due to the research gap in this area. It describes the legal regulation of alcohol consumption and the application of the generally binding ordinance from the perspective of local actors, who include local politicians, representatives of the municipal police, crime prevention and social area. It complements the experience with similar regulations abroad and the results of established regulations as well as compares the issuance of generally binding ordinances regulating alcohol consumption in different municipalities.
