Koordinace zahraniční politiky EU vůči Číně: Komparativní analýza bilaterálních vztahů dvou členských států s Čínou

Abstract:

Tato práce se zabývá koordinací a koherencí německé a české zahraniční politiky v rámci společné zahraniční a bezpečnostní politiky Evropské unie (SZBP), zejména ve vztahu k Číně. Studie vychází z teorií liberalismu a liberálního intergovernmentalismu. Zkoumá integraci zájmů členských států do SZBP se zaměřením na přístupy Německa a Česka k Číně během funkčního období Evropské komise od prosince 2019 do července 2023. Výzkum analyzuje národní strategie, projevy premiérů a kancléřů a strategické dokumenty EU. Následně porovnává politiky členských států mezi sebou, a zároveň s postoji EU. Z komparativní analýzy je patrné, že Německo zaujímá diferencovaný přístup označující Čínu za partnera, konkurenta i systémového soupeře, přičemž v pozdějších letech roste důraz na poslední kategorii. Politika Česka je opatrnější, méně explicitní a zaměřená na bezpečnost, především v pozdějších letech. Práce pozoruje posun v politice obou zemí po válce na Ukrajině, kdy je kladen důraz na odolnost a snížení závislostí v kritických oblastech. Překvapivě se zahraniční politika EU více přibližuje německému přístupu, což vyvolává otázky o vlivu členských států na zahraniční politiku EU. Studie přispívá k pochopení evropské integrace a dynamiky mezi členskými státy a EU při koordinaci zahraniční politiky.

Abstract:

This thesis investigates the coordination and coherence of German and Czech foreign policies within the European Union's Common Foreign and Security Policy (CFSP), particularly towards China. The study is grounded in theories of liberalism and liberal intergovernmentalism. It examines the integration of member states' interests into the CFSP, focusing on Germany and Czechia's approaches towards China during the EU Commission's term from December 2019 to July 2023. The research analyzes national strategies, heads of government speeches, and EU strategy documents. It first compares member states' policies horizontally and then with the EU's stance. While Germany adopts a nuanced approach, labelling China as a partner, competitor, and systemic rival with a growing focus on the rivalry aspect in the later years, Czechia's policy is less pronounced, more cautious and security-focused. The thesis observes a shift in both countries' foreign policies post-Ukraine war, emphasizing resilience and reducing dependency in critical domains. Surprisingly, the EU's policy aligns more closely with the German approach, raising questions about the influence of member states on the EU's foreign policy. The study contributes to understanding European integration and the dynamics between member states and the EU in foreign policy coordination.
