Long-term legislative unity in five parliamentary democracies

Abstract:

Disertační práce zachycuje časovou dimenzi v jednotě stranického, vládního a opozičního hlasování v pěti vybraných parlamentních demokraciích. Zkoumá výsledky z Dolní sněmovny Parlamentu Spojeného království, z Finského parlamentu, z německého Spolkového sněmu, z Poslanecké sněmovny Parlamentu České republiky a z Národní rady Slovenské republiky. Teoretické zakotvení práce vychází z teorií demokratické reprezentace, podle nichž je možnost a kvalita demokratického zastoupení závislá na možnosti rozlišit pozice jednotlivých politických stran, což je možné právě prostřednictvím jednoty v hlasování. Jednání stran se ale proměňuje, což rozlišitelnost komplikuje. Metodologie práce využívá dva indexy jednoty hlasování – Riceův index, který měří jednotu vyjádřených preferencí, a index UNITY, který bere ohled i na to, jaká část strany či bloku hlasovala. Práce z indexů vytváří vlastní výzkumný rámec – vektory polarity – který lze použít pro analýzu interakce při hlasování a pro analýzu blokového hlasování. Studie dále využívá časovou analýzu stranické jednoty a interakce vlády a opozice při jednotlivých hlasováních. Analýza prokazuje přínos časové analýzy i vektorů polarity. Dále potvrzuje vysokou jednotu vyjádřených preferencí, ale nižší schopnost koordinovaného hlasování, která navíc často klesá v rámci období. Český případ se vyznačuje nižší jednotou hlasování a nejvýraznější periodicky klesající schopností koordinovaného hlasování. Velký vliv na pokles měly časté vnitrostranické krize. Na Slovensku je patrná dlouhodobá krize jednoty vládních a pravicových stran. U finského (a v menší míře i u německého) případu existují dva modely opozice – polarizovaná (vůči vládě negativní) a koordinovaná (vládu selektivně podporující). Z hlediska interakce vlády a opozice je britský, německý a finský případ stabilní, slovenský a český nestabilní. Případy se tedy odlišují podle osy starých versus nových demokracií, ne podle institucionálního nastavení.

Abstract:

The dissertation thesis captures the temporal dimension in legislative voting unity of parliamentary party groups, governments, and oppositions in several parliamentary democracies. It examines the results from the British House of Commons, the Finnish Eduskunta, the German Bundestag, the Czech House of Representatives, and the Slovak National Council. The thesis is theoretically grounded in the theories of democratic representation, according to which the existence and quality of representation depends on the ability to distinguish the positions of different political parties – which is made possible through legislative unity. The behaviour of PPGs varies in time, though, which reduces party identifiability. The thesis uses two legislative unity indices, the Rice index (measuring declared preferential unity), and the UNITY index (which takes into account what part of the group has actually voted). The indices are used to construct an original research framework, “the polarity vectors”, which is used to analyse the interaction during series of divisions and to investigate the extent of bloc voting. The thesis also employs the temporal analyses of PPG unity and of government-opposition interaction. The thesis confirms the benefits of both the temporal analysis and the polarity vectors framework. It finds high unity of declared preferences but also rather lower (and often regularly decreasing) capacity for coordinated voting (the most striking example being the Czech case which has been heavily influenced by frequent intra-party crises). Slovakia shows long-term crisis in party unity in government and right-wing PPGs. In the Finnish (and, to some extent, also the German) case, there are two separate models of opposition behaviour, the polarised one voting against the government and the coordinated one supporting the government ad-hoc. As for the government-opposition relations, the British, German, and Finnish case can be deemed stable, whereas the Slovak and Czech cases are rather unstable. The different equilibria in the cases therefore result from the difference between “old and new” democracies, not from the institutional set-up.
