Abstract:

Cílem absolventské práce je poukázat na přestupky v oblasti celnictví, které řeší v rámci svých kompetencí Celní správa. Z teoretického hlediska popisuje základní funkce Celní správy a vysvětluje pojmy, které se týkají cla a jednotlivé druhy cel. Dále definuje celní problematiku Unie, která zahrnuje Celní kodex, celní sazebník, charakteristiku celních režimů a popsání pojmů celního řízení a dluhu. Cílem je analyzovat výsledky kontrol provedených Celní správou v rámci jejích vybraných kompetencí na území České republiky v letech 2016 až 2020. Dalším cílem je odpovědět na otázku, jestli celosvětová pandemie měla nějaký vliv na počty kontrol provedených celními orgány.

Abstract:

The aim of the graduate thesis is to point out the offenses in the field of customs, which the Customs Administration solves within its competences. From a theoretical point of view, it describes the basic functions of the Customs Administration and explains the concepts related to customs and individual types of duty. It further defines the customs issues of the Union, which include the Customs Code, the customs tariff, the characteristics of customs procedures and the description of the concepts of customs procedure and debt. The aim is to analyze the results of inspections performed by the Customs Administration within its selected competencies in the Czech Republic in the years 2016 to 2020. Another objective is to answer the question whether the global pandemic had any effect on the number of inspections performed by customs authorities.
