Comparison of the budget rules and process of the Czech republic regions

Abstract:

Hlavním cílem této diplomové práce bylo provést komparaci rozpočtových pravidel a procesu krajů v ČR. V úvodu je čtenář uveden do řešené problematiky a jsou mu představeny metody zkoumání. Teoretická část práce zasazuje českou veřejnou správu do teorie fiskálního federalismu a popisuje vznik krajského zřízení. V této části jsou dále porovnávána rozpočtová pravidla a rozpočtový proces státního a krajského rozpočtu. Jejich komparace je v praktické části provedena na příkladu třech krajů. Jedná se o Jihomoravský, Ústecký a Středočeský kraj. U každého kraje jsou rozebrána jejich rozpočtová pravidla, rozpočtový proces, vztah rozpočtu k rozpočtovému výhledu, transparentnost při poskytování informací a postup při řešení výpadku příjmů z důvodu hospodářské recese. Zkoumané oblasti jsou dle jednotné metodiky vyhodnoceny a základní poznatky shrnuty. Na základě výsledků jsou zformulována doporučení krajům pro zkvalitnění jejich rozpočtového procesu.

Abstract:

The main goal of this thesis is to make comparison of the budget rules and process of the Czech republic regions. The reader is introduced with the mentioned matters and methods of investigation in the introductory part. The theoretical part sets the Czech public administration in the fiscal federalism theory and describes the creation of regional system. The budget rules and the process of state and regional budget are compared in this part as well. There are three regions presented in the practical part. They are used in the comparison process. These are South Moravian region, Ustecky region and Central Bohemian region. Every region is analysed from the perspective of their budget rules, budget process, relation of budget and budget perspective, transparency when providing information and action during the income failure from the reason of economic recession. The investigated areas are evaluated and summarised according to a uniform methodology. Based on the results certain recommendations are defined to help improve the budget process in all the regions.
