Abstract:

Diplomová práce se zabývá vývojem státního rozpočtu ČR v letech 2012 – 2020, fiskálním úsilím a stabilizační funkcí v České a Slovenské republice. V první a druhé kapitole jsou vymezeny základní teoretické pojmy související s hospodářskou a fiskální politikou a státním rozpočtem ČR. Třetí až pátá kapitola je věnována popisu příjmů, výdajů a salda státního rozpočtu ČR ve vymezeném období. V šesté kapitole je popsáno fiskálního úsilí ČR a Slovenska a dále je zjištěno, zda ve vybraných zemích dochází k plnění stabilizační role. Poslední kapitola se věnuje shrnutí nejdůležitějších výsledků, provedena je také diskuze omezení dosažených výsledků a navrženo doporučení. Diplomová práce je konstruována tak, aby v závěru bylo možné odpovědět na následující výzkumné otázky: Jaké byly trendy vývoje příjmů a výdajů státního rozpočtu v ČR v letech 2012 – 2020? Jaké fiskální úsilí měla Česká a Slovenská republika v letech 2012 – 2020? Do jaké míry plní fiskální politika v ČR svou makroekonomickou stabilizační funkci? Hlavní přínos práce spočívá ve výpočtu fiskálního úsilí pro ČR a Slovensko a komparaci těchto dvou zemí a také v porovnání proticykličnosti nebo procykličnosti fiskální politiky v daných zemích.

Abstract:

The diploma thesis deals with the survey of the government budget of the Czech Republic in the years 2012 – 2020, fiscal efforts and the stabilization function in the Czech and Slovak Republics. The first and second chapters define the basic theoretical concepts related to economic and fiscal policy and the government budget of the Czech Republic. The third to fifth chapters are devoted to the description of revenues, expenditures and balances of the government budget of the Czech Republic in a defined period. The sixth chapter describes the fiscal efforts of the Czech Republic and Slovakia, and also finds out whether the stabilization role is being fulfilled in selected countries. The last chapter is a summary of the most important results, there is also a discussion of the limitations of the achieved results and a recommendation is proposed. The diploma thesis is designed so that in the end it is possible to answer the following research questions: What were the trends in the survey of government budget revenues and expenditures in the Czech Republic in the years 2012 - 2020? What fiscal efforts did the Czech and Slovak Republics have in 2012-2020? To what extent does fiscal policy in the Czech Republic fulfill its macroeconomic stabilization function? The main contribution of the work lies in the calculation of fiscal effort for the Czech Republic and Slovakia and the comparison of these two countries and also in the comparison of countercyclicality or pro-cyclicality of fiscal policy in the given countries.
