Abstract:

Tato bakalářská práce se zabývá riziky, která jsou spojená s odzbrojováním civilních držitelů legálních zbraní. Zabývá se především novou evropskou směrnicí, která omezuje legální držení zbraní. Případová studie analyzuje zbraňové zákony čelských států EU, dopady historicky již odzbrojených států a porovnává s možnými dopady směrnice. Jelikož je zbraňová politika ČR velmi odlišná od ostatních, mohou se očekávat zásadnejší dopady na české držitele. Hlavním výstupem analýzy je negativní dopad na bezpečnost státu a přesunutí legálních zbraní do nelegální sféry, tedy opačný efekt, než jaký měla směrnice vykazovat.

Abstract:

This bachelors thesis aims to name the risks that are associated with disarming civilians that owne legal firearms. This paper mainly deals with the new EU firearms directive, that should dramaticly limit legal gun owners. A case study analyzes gun laws in the EU, historical impact assessment on disarming civilians and a comparison on what the impact of the directive could be. Since the Czech gun laws differ from others, it is very likely, there will be rougher impacts on locals. The main output of the analysis is the negative effect on state safety and security along with legal firearms being transferred to the black market, which is the exact opposite point of the EU directive.
