Analysis of the financial management of the selected municipality

Abstract:

Bakalářská práce se zabývá finanční analýzou hospodaření obce Staňkovice v letech 2014–2018. Práce obsahuje dvě části – teoretickou a praktickou. Ke zhodnocení hospodaření obce byla využita horizontální a vertikální analýza příjmů a výdajů. Následně byla provedena finanční analýza pomocí poměrových ukazatelů – zadluženosti a likvidity. Výsledky ukazatele likvidity a zadluženosti byly použity ke komparaci s obcí Rašovice. Potřebné informace pro provedení finanční analýzy byly čerpány z výkazů ze závěrečných účtů z období 2014–2018, které byly poskytnuty obcí Staňkovice. Z porovnání příjmů a výdajů bylo zjištěno, že obec každý rok dosahuje rozpočtového přebytku a jeho částka se s každým rokem zvyšuje. Na základě vertikální analýzy se zjistilo, že procentuálně nejvíce zastoupené jsou příjmy daňové, které tvoří 92 % celkových příjmů. Druhý největší podíl představují příjmy nedaňové, které se pohybují v intervalu 6–8 %. Mezi výdaji jsou procentuálně nejvíce zastoupeny výdaje na všeobecnou veřejnou správu a služby a výdaje na služby pro obyvatelstvo. Z výsledků vypočtené likvidity bylo patrné, že obec má velmi dobrou platební schopnost a že je schopna veškeré své závazky uhradit včas. Výsledky celkové zadluženosti, které se pohybovaly v rozmezí 0,94–1,13 %, vypovídají o tom, že obec ke krytí svého majetku nevyužívá velkou část cizích zdrojů, ale využívá spíše zdroje vlastní, z čehož vyplývá, že obec je finančně stabilní a samostatná. V závěru bakalářské práce je provedeno celkové zhodnocení hospodaření obce a případné návrhy na zlepšení finanční situace.

Abstract:

The bachelor thesis deals with the financial analysis of Staňkovice municipality management in the period 2014-2018. The thesis contains two parts - theoretical and practical one. Horizontal and vertical analysis of incomes and expenditures was used to evaluate the municipality's economy. Subsequently, financial analysis was carried out using ratio indicators of debt and liquidity. The results were used for comparison with the municipality of Rašovice. The necessary information for conducting the financial analysis was drawn from the statements from the closing accounts from 2014-2018, which were provided by the municipality of Staňkovice.The comparison of revenues and expenditures revealed that the municipality achieves a yearly budget surplus and its amount has been increasing year on year. On the basis of vertical analysis, it was established that the most represented revenues are tax revenues, which make up to 92 per cent of total revenues. The second largest share is represented by non-tax revenues, which are in the range of 6-8 per cent. Expenditure on general government and services and expenditures on services for the population are the most represented. The results of the calculated liquidity showed that the municipality has a very good solvency and that it is able to pay all its liabilities in time. The results of total indebtedness, which ranged from 0.94-1.13 per cent, show that the municipality does not use a large part of external resources to cover its property and uses rather its own.At the end of the thesis is an overall evaluation of the municipality management and possible proposals for improving the financial situation.
