Zdroje Weltpolitik. Analýza zahraniční politiky Německého císařství po roce 1890

Abstract:

V této disertační práci se zabýváme problematikou zdrojů zahraniční politiky Německého císařství v letech 1890-1914. Naším cílem je identifikovat, analyzovat a interpretovat zdroje tzv. Weltpolitik, imperiální zahraniční politiky Německa spojené s osobitou vládou císaře Viléma II. Weltpolitik se vyznačovala odklonem od pragmatické, kontinentálně orientované reálpolitiky kancléře Otty von Bismarcka, opuštěním diplomacie, rozvázáním aliančního systému a přechodem k asertivní a sebevědomé zahraniční politice, provázené rozsáhlou výstavbou námořní flotily a koloniální politikou. Ve svém důsledku vedla Weltpolitik k narušení rovnováhy moci v evropském subsystému států, o kterou Bismarck od sjednocení Německa v roce 1871 usiloval. V práci se opíráme o rozsáhlou historiografickou rešerši této problematiky a o teorie mezinárodních vztahů. Vycházíme z poznatku, že dosavadní výzkumy v oboru historické vědy nepřinesly konsensuální vysvětlení Weltpolitik a shodu ohledně zdrojů německého imperialismu. Autoři se neshodují na tom, jaké faktory, procesy a subjekty k této zahraniční politice vedly, ani zda je hledat ve vnitřním či vnějším prostředí státu. Práce je rozdělena do osmi kapitol. Po úvodu následují tři teoretické kapitoly (kap. 2, 3 a 4), ve kterých představujeme propojení historie-teorie, na jehož základě vytváříme teoretický rámec práce. Zmapováním historiografické diskuse ohledně zdrojů Weltpolitik identifikujeme tři historiografické přístupy: (1.) Primát zahraniční politiky, který hledá zdroje Weltpolitik ve vnějším prostředí státu, tj. v mezinárodní politice či zahraničních politikách ostatních evropských států; (2.) Primát domácí politiky, který hledá zdroje Weltpolitik mezi aktéry ve vnitrostátním prostředí; (3.) Primát třídy, který chápe Weltpolitik jako širší problém třídního nastavení společnosti, resp. jako nástroj kapitalistické buržoazie k opresi proletariátu a politické opozice. Tyto tři historiografické přístupy jsme na základě podobnosti, s jakou vysvětlují zahraniční politiku státu, uchopili třemi paradigmaty mezinárodních vztahů: (1.) realismem, (2.) liberálním pluralismem, (3.) kritickými teoriemi. Výsledné interpretace zdrojů Weltpolitik vzniklé na bázi propojení historie-teorie následně ověřujeme v empirické části práce, která je tvořena kapitolou o metodologii (kap. 5) a diachronní a synchronní interpretací výzkumu (kap. 6 a 7). Zdroje Weltpolitik hledáme s využitím metody obsahové analýzy v rétorice císaře Viléma II., tvořené projevy císaře v letech 1890-1914. Na základě analýzy dat jsme zjistili, že za zdroje Weltpolitik můžeme považovat (1.) princip mocenské rovnováhy, (2.) ekonomický rozvoj státu a (3.) sledování státního zájmu. Do roku 1897 se Německo, které se ve srovnání s ostatními evropskými státy sjednotilo pozdě, snažilo vůči okolním velmocím (Anglii, Francii a Rusku) dorovnat své materiální kapacity a moc. Po roce 1897 deklaruje Německo Weltpolitik jako novou zahraničněpolitickou doktrínu. V roce 1898 a 1900 přijímá německá vláda dva zákony o námořním zbrojení a díky rapidní industrializaci a prudkému ekonomickému rozvoji začíná Německo budovat rozsáhlou námořní flotilu. Kolem roku 1905 již dorovnává relativní mocenské kapacity s ostatními státy, ale ve zbrojení přesto pokračuje i dále. Zdrojem Weltpolitik tak přestává být snaha o rovnováhu moci, ale stává se jím prosté sledování státního zájmu. Docházíme tak k závěru, že zdroje Weltpolitik můžeme hledat převážně ve vnějším prostředí státu a že je možné je nejlépe vysvětlit propojením historiografického přístupu primátu zahraniční politiky a realismu (konkrétně teorií vyvažování hrozeb Stephena M.

Walta a teorií ofenzivního realismu Johna J. Mearsheimera). Neopomíjíme ale zohlednit i ekonomické faktory, které při formování Weltpolitik hrály rovněž zásadní roli.

Abstract:

In this dissertation thesis, we deal with the issue of the sources of the foreign policy of the German Empire in the years 1890-1914. Our goal is to identify, analyze and interpret the sources of the so-called Weltpolitik, the imperial foreign policy of Germany associated with the distinctive rule of Emperor Wilhelm II. Weltpolitik was characterized by a departure from the pragmatic, continental-oriented realpolitik of Chancellor Otto von Bismarck, the abandonment of diplomacy, the dissolution of the alliance system and the transition to an assertive and self-confident foreign policy, accompanied by extensive naval construction and colonial policy. As a result, Weltpolitik led to the disruption of the balance of power in the European subsystem of states, which Bismarck had strived for since the unification of Germany in 1871. The work is based on a large-scale historiographical research of this issue and the theory of international relations. We start from the knowledge that research in the field of historical science so far has not produced a satisfactory explanation of Weltpolitik and a consensus regarding the sources of German imperialism. The authors do not agree on what factors, processes and entities led to this type of foreign policy, nor whether to look for them in the internal or external environment of the state. The work is divided into eight chapters. The introduction is followed by theoretical chapters in which we present the history-theory nexus, on the basis of which we create the theoretical framework of the work. By mapping the historiographical discussion regarding the sources of Weltpolitik, we create three historiographical narratives: (1.) The primacy of foreign policy, which seeks the sources of Weltpolitik in the external environment of the state, i.e., in international politics or the foreign policies of other European states (2.) The primacy of domestic politics, which seeks the sources of Weltpolitik among actors in the domestic environment (3.) The primacy of class, which understands Weltpolitik as a broader problem of the class setting of society. On the basis of how similarly they explained the state's foreign policy, these three historiographical narratives were grasped by three paradigms of international relations theories: (1.) realism, (2.) liberal pluralism, (3.) critical theories. We subsequently verify the resulting Weltpolitik interpretations based on the connection between history and theory in the empirical part of the work. We are looking for Weltpolitik sources using the method of semantic content analysis of the rhetoric of Emperor William II, made up of the emperor's speeches in the years 1890-1914. The data analysis showed that we can consider (1.) the principle of the balance of power, (2.) the economic development of the state and (3.) the pursuit of state interest as sources of Weltpolitik. Until 1897, Germany, which was united late compared to other European states, measured its material capacities and power against the surrounding great powers (England, France and Russia) and tried to reach the balance of power. After 1897, Germany declared Weltpolitik as a new foreign policy doctrine. In 1898 and 1900, the German government passed two laws on naval armaments, and due to rapid industrialization and economic development, Germany began to build a large naval fleet. Around 1905, it had equalized its relative power capacities with other states, but still continued to arm itself. The source of Weltpolitik thus ceases to be the pursuit of the balance of power, but becomes the simple pursuit of state interest. We thus conclude that the sources of Weltpolitik can be found mainly in the external environment of the state and that it is possible to best explain them by the nexus of the the primacy of foreign policy with the realist paradigm of the international relations. However, we do not neglect the economic factors, which also played a fundamental role in the formation of Weltpolitik.
