The system of educating civil servants of self-governing territorial units

Abstract:

Bakalářská práce se zaměřuje na systém vzdělávání úředníků územních samosprávných celků dle zákona č. 312/2002 Sb., o úřednících územních samosprávných celků a o změně některých zákonů. Cílem bakalářské práce je zhodnocení systému vzdělávání úředníků a spokojenosti úředníků se současnou úrovní vzdělávání ve veřejné správě. Teoretická část se zaobírá problematikou celoživotního vzdělávání s důrazem na vzdělávání ve veřejné správě. V praktické části je vymezeno vzdělávání pracovníků územně samosprávných celků, a to jak z pohledu institucionálního, legislativního či finančního. Dále je v práci provedena analýza vzdělávání úředníků a vyhodnocena spokojenost úředníků se vzděláváním, a to metodou dotazování, technikou dotazníkového šetření. Získaná data byla analyzována a výsledky ukázaly, že úředníci mají celkově pozitivní názor na systém vzdělávání, ale existují oblasti, ve kterých může dojít ke zlepšení.

Abstract:

The bachelor's thesis focuses on the system of educationing public servants of self-governing territorial units according to Act No. 312/2002 Coll., on Public servants of Territorial Self-Governing Units and Amendments to Certain Acts. The aim of the bachelor's thesis is to evaluate the system of education of public servants and the satisfaction of public servants with the current level of education in public administration. The theoretical part deals with the issue of lifelong education with an emphasis on education in public administration. The practical part defines the education of public sesrvants of territorial self-governing units, both from an institutional, legislative or financial point of view. Furthermore, an analysis of the education of public servants is carried out and the satisfaction of public servants with education is evaluated, using the method of questioning, the technique of questionnaire survey. The data obtained was analyzed and the results showed that officials have an overall positive opinion of the education system, but there are areas where improvements can be made.
