Ecological Tax Reform

Abstract:

Předmětem diplomové práce „Ekologická daňová reforma“ je popsat a zhodnotit zavádění ekologické daňové reformy, a to především v České republice (ČR). V první části práce je věnována pozornost teoretickému vymezení nástrojů politiky životního prostředí a zařazení ekologických daní a ekologické daňové reformy mezi tyto nástroje. Druhá část práce se věnuje přiblížení Směrnice 2003/96/ES, která hraje důležitou roli v souvislosti s realizací ekologické daňové reformy v ČR. Třetí část se již zcela věnuje zavádění ekologické daňové reformy v ČR. Nejprve jsou zmapovány pokusy o sestavení koncepcí reformy, včetně přiblížení jednotlivých koncepcí. Dále je v této části rozebrána skutečná realizace ekologické daňové reformy v ČR. V poslední části je pak stručně přiblížena realizace ekologické daňové reformy v Německu a Dánsku.

Abstract:

The subject of the thesis „The ecological tax reform“ is to describe and evaluate the implementation of the ecological tax reform, especially in the Czech Republic. In the first part of the thesis is paid attention to the theoretical determination of the tools of the environmental policy and the insertion of the ecological taxes and the ecological tax reform among these tools. The second part of the thesis approximates The Directive 2003/96/ES which plays an important role in context of the realization of the ecological tax reform in the Czech Republic. Finally in the third part I attend to the implementation of the ecological tax reform in the Czech Republic. First there are detected the trying to making of the reform´s conceptions including the approach of these conceptions. Then there is analysed the real implementation of the ecological tax reform in the Czech Republic in the thesis. In the last part is shortly described the realization of the ecological tax reform in Germany and Denmark.
