The securitization of migration in the Chamber of Deputies of the Czech Republic in 1993-2016

Abstract:

Diplomová práce zkoumá s využitím teorie sekuritizace proces tvorby bezpečnostních hrozeb ve vztahu k migraci a uprchlíkům. Analýza se zaměřuje na Poslaneckou sněmovnu Parlamentu ČR v letech 1993-2016. Teoretický rámec je založen na práci kodaňské školy a pozdějších revizích teorie sekuritizace. Pro vyhodnocení, jestli a případně jak je migrace sekuritizována, je využita obsahová a tematická analýza záznamů z jednání Poslanecké sněmovny. Analytický proces je rozdělen do tří kroků: nejprve byly identifikovány textové jednotky, jež obsahují klíčová slova k migraci, následně byla z tohoto vzorku vybrána témata, jež jsou relevantní z hlediska bezpečnosti, a nakonec byly zvoleny dva bloky debat zabývajících se migrací a bezpečností k vyhodnocení procesu sekuritizace. Bylo zjištěno, že zatímco migrace byla vždy v Poslanecké sněmovně pojímána jako koncept spojený s bezpečnostní problematikou, až v posledních letech se tento vztah stal výrazně akcentovaným. Jak kvantitativní, tak kvalitativní zjištění poukazují na nárůst promluv zaměřených na migraci a bezpečnost v letech 2015 a 2016 s důrazem na obavy o veřejné zdraví, terorismus a opatření na ochranu hranic. Sekuritizace byla iniciována opozicí, zatímco vláda zaujala spíše umírněný postoj k tématu.

Abstract:

The thesis applies securitization theory to asses a security threat construction related to migration and refugees. The analysis in focused on the Chamber of Deputies of the Parliament of the Czech Republic in years 1993-2016. Theoretical framework of the text is based on the work of the Copenagen School of security studies and later reviews of the securitization theory. To determine whether and how migration is securitized, content and thematic analysis of parliamentary debates is utilized. The analysis is divided into three steps: First, textual units that comprise of migration keywords are identified, second, security related issues are selected from this sample and described, and third, two clusters of migration and security debates are analysed in order to assess the process of securitization. It was found that the migration have been always focused and perceived as a security-related concept in the Chamber of Deputies, although not as pressing issue until recent years. Both quantitative and qualitative findings implicate surge of security and migration oriented speeches in years 2015 and 2016 in relation to the so-called migration crises in Europe with emphasis to public health concerns, terrorism and border protection measures. While the securitization was pushed by the opposition, government took more moderate stance toward this issue in the Chamber of Deputies.
