The effect of behavioral intervention on the amount of free-riders in public transport

Abstract:

Práce se zabývá vyhodnocením behaviorálních kampaní proti černým pasažérům ve dvou městských hromadných dopravách, v Praze a v Ústí nad Labem. Problém černých pasažérů ve veřejné dopravě způsobuje dopravcům ztráty příjmů, přispívá k provoznímu deficitu dopravních podniků, a tím ovlivňuje kvalitu poskytovaných služeb. Ke snížení počtu černých pasažérů přispívá kromě přímých opatření i zavedení behaviorálních kampaní, které cílí na změnu chování u samotných černých pasažérů a změnu přístupu veřejnosti k této problematice. Cílem práce je určit vliv těchto kampaní na míru černých pasažérů v daných městských hromadných dopravách. Dílčím cílem práce je zhodnocení vlivu cen jízdenek, výše pokut a počtu provedených kontrol na míru černých pasažérů. Na datech od dopravních podniků byla provedena statistická analýza pomocí analýzy časových řad, regresní analýzy, párového Wilcoxonova testu, Pearsonova korelačního testu a Spearmanova testu korelace. Vliv nasazení behaviorálních kampaní se prokázal pouze v Praze, přičemž se po nasazení kampaní prokázala nižší míra černých pasažérů. Nebyl nalezen významný rozdíl v mírách černých pasažérů ve sledovaných městech. Vliv kontrolních akcí na míru černých pasažérů se prokázal pouze v Praze. Vliv výše pokuty na míru černých pasažérů se prokázal pouze v Ústí nad Labem. Na základě zjištěných výsledků byly dopravním podnikům doporučeny úpravy v obsahu kampaní.

Abstract:

The thesis deals with the evaluation of behavioral campaigns against free-riders in two public transportation systems, in Prague and in Ústí nad Labem. The problem of free-riders in public transport causes revenue loss of incomes, contributes to the operational deficit of transport companies, and thus affects the quality of services provided. In addition to direct measures, the introduction of behavioural campaigns aimed at changing the behaviour of free-riders themselves and changing the public's attitude to the problem contributes to reducing the number of free-riders. The aim of the thesis is to evaluate the impact of these campaigns on the level of free-riders in the public transport services. The partial aim of the thesis is to evaluate the dependence of ticket prices, the level of fines and the number of checks carried out on the level of fare-evaders. Statistical analysis was performed on the data from transport companies using time series analysis, regression analysis, paired Wilcoxon test, Pearson correlation test and Spearman correlation test. The impact of the deployment of behavioural campaigns was demonstrated only in Prague, with lower level of fare-evaders after the deployment of the campaigns. No significant difference was found between the level of fare-evaders in the monitored cities. Only Prague showed an effect of control campaigns on the level of fare-evaders. The effect of the amount of the fine on the level of fare-evaders was found only in Ústí nad Labem. Based on the results, the transport companies were recommended to modify the content in the campaigns.
