Abstract:

Anotace Bakalářská práce ve svém úvodu vysvětluje, co to jsou obecně závazné vyhlášky obcí a zabývá se popisem jejich zakotvení v právním systému České republiky. Dále je popsán postup schvalování a rušení obecně závazných vyhlášek obcí. V další části je popsaná problematika OZVO vydávaných na základě § 10 písm. c) obecního zřízení, včetně současné judikatury Ústavního soudu. V komentáři jsou z pohledu autora shrnuty aktuální problémy v praxi a v závěru nastíněny možnosti jejich řešení.

Abstract:

Annotation In its beginning this baccalaureate work explains what do the decrees issued by municipalities (municipal ordinances) means and focuses on its setting in the law system in the Czech Republic. Furthermore the system of acknowledging and repealing is described. In the next part there is described The OZVO problematic on the basis of §10 letter c) of general municipality, including current practice of The Constitutional Court. In the comments there are summarized actual problems within the practice from the view of the author and at the end the possible solutions are mentioned.
