Diplomová práce je zaměřena na tvorbu a realizaci právních předpisů samosprávy, a to obecně závazných vyhlášek. Nejprve je vymezen ústavní rámec pro jejich vydávání, poté se práce zabývá jejich tvorbou, tedy obsahovými a formálními náležitostmi a procesem jejich přijímání. The diploma thesis focuses on the creation and implementation of legal regulations within the system of self-government. It particularly focuses on generally binding ordinances. First, the constitutional framework for their issuing is defined.
