Abstract:

Bakalářská práce zhodnocuje celkovou současnou fyzickou ochranu objektu s cílem vytvořit inovativní návrh projektu fyzické bezpečnosti, který bude především zaměřen na ochranu zdraví klientů Domova pro osoby se zdravotním postižením Vilík v Chebu, jako na skupinu, která je více zranitelná. V teoretické části jsou uvedeny právní předpisy spojené se sociální problematikou, účelem a významem jejího poskytování a zákonnými právy handicapovaných osob. Následuje popis současného stavu řešení objektové ochrany, vymezení platných právních předpisů a technických norem, které jsou oporou při návrhu optimálních opatření k zabezpečení objektu. Praktická část práce se zabývá analýzou a vyhodnocením aktuálních bezpečnostních rizik pomocí metody Ishikawova diagramu, metody FMEAIA a metody KARS. Výstupem práce je pak návrh optimálních opatření, která dopady rizik minimalizuje, vytvoří co nejúčinnější prevenci, celkově zlepší fyzickou bezpečnost objektu, a tím i zkvalitní život dětí se zdravotním postižením, pro které je objekt domovem. Je zde provedeno také ekonomické zhodnocení jednotlivých opatření.

Abstract:

This bachelor thesis evaluates the overall current physical security of the building with the aim of creating an innovative design for a physical security project, primarily focused on protecting the health of clients of the Vilík Home for people with disabilities in Cheb, as a group that is more vulnerable. The theoretical part provides an overview of legal regulations related to social issues, the purpose and significance of their provision, and the legal rights of disabled individuals. This is followed by a description of the current state of building security solutions, the definition of applicable legal regulations and technical standards, which serve as a basis for proposing optimal measures to secure the building. The practical part of the thesis analyzes and evaluates current security risks using the ISHIKAWA diagram method, the FMEAIA method, and the KARS method. The output of the thesis is the proposal of optimal measures that minimize the impact of risks, create the most effective prevention, overall improve the physical security of the building, and thus enhance the quality of life for children with disabilities, for whom the building is home. An economic evaluation of individual measures is also performed.
