Abstract:

Práce se zabývá prostorovými změnami využití zemědělského půdního fondu v ČR (zejména územní analýzou zatravňování a zastavování zemědělské půdy). Cílem práce bylo prohloubit pochopení problematiky změn využití půdního fondu. Práce představuje základní přístupy a vývoj konceptualizace tématu. Ukazuje, že na problematiku lze nahlížet z různých perspektiv, které se s časem mění, jak je objasněno na vývoji zejména geografických přístupů. Jsou uvedeny další přístupy (sociální vědy, krajinné ekologie, vědy o zemědělství, regionální rozvoj a další), které jsou popsány a kriticky zhodnoceny. Zkoumání zejména fyzické struktury krajiny je věnována analýza nejdostupnějších dat z katastru nemovitostí za obce a dat LPIS. Zemědělská půda v ČR ubývá podle katastru 12 ha/den. Tato hodnota je konstruovaná podle určitých metodik, je průměrná, vyjadřuje pokles výměry půdy zastavováním i rozvojem lesa, zahrnuje protisměrné změny a typově různé regiony. Autor uvádí různé možnosti interpretace a přiklání se k vyšší ochraně půdy. Práce na základě výsledků výzkumu s experty shrnuje nejdůležitější problémy zemědělského půdního fondu (suburbanizace, opouštění půdy, neodpovědnost za krajinu, pronájem půdy, cena půdy, pozemkové úpravy, eroze a degradace půdy, zemědělské politiky (greening), energetická témata (bioplynové stanice, biopaliva, fotovoltaika), které jsou doplněny výzkumnou sondou, která se zabývala vnímáním těchto problémů zemědělci. Ve dvou katastrálních územích byla provedena analýza územních změn a provedeno šetření se zemědělci. Ve snaze o hlubší aplikaci byla formulována doporučení tvořená zejména z pohledu zemědělců (omezení iracionálních bioplynových stanic, dodržování zásad správného stavu půdy, omezení zastavování půdy rezidenčními a průmysloslovými stavbami, solárními elektrárnami, optimalizace podpor, zjednodušení administrativy, kontrola, fungující územní plánování a vzdělání). V rámci zobecnění je diskutována zejména silná environmentalizace vědy a společnosti, která může vést i k zneužívání interpretací o ochraně životního prostředí. Významné v tématu jsou také duality zisku a šetrnosti, soukromého a veřejného vlastnictví, produktivismu a postproduktivismu (resp. multifunkčního zemědělství). Ve zhodnocení problému je rovněž řešena marginalizace zemědělství, změna životního stylu, růst ekologického zemědělství, růst povědomí o environmentální etice a byly uvedeny sociální a technologické nápady pro zlepšení situace zemědělského půdního fondu. České zemědělství má specifika daná historickým vývojem (vysoký podíl industriálního zemědělství, 75 % půdy v pronájmu, vysoká eroze), která v modelu tržní produkce mohou vézt k ničení zemědělské půdy. Významným doporučením k vytvoření vztahu k půdě je vzdělání o půdě. Environmentalizace je sociální konstrukt vytvářený a udržovaný strukturami moci. Je proto nutné uvědomění, kým byla data o zemědělské půdě interpretována, jakými metodikami, k jakému účelu, v jaké době a pod vlivem jakého druhu etiky. Toto uvědomění by mělo minimalizovat bezmyšlenkovitost, s jakou jsou přebírány vlivné interpretace. Půda má hlubší nepeněžní hodnotu, je součástí našeho života. Výzkum vyhodnotil, že zemědělci většinou neschvalují vyšší ochranu půdy proto, aby nedošlo k nárůstu administrativních překážek, ale jsou pro zvýšení poplatků za odnětí zemědělského půdního fondu. Z průzkumu mezi geografickými experty vyplynulo, že jsou pro zvýšení ochrany půdy.

Abstract:

The dissertation deals with spatial land use changes of agricultural land in the Czech Republic (especially territorial analysis and soil sealing and grassing of farmland). The aim of the thesis was to deepen understanding of land use changes. The thesis presents basic approaches to conceptualizing the topic. It shows that the issue can be viewed from different perspectives, which change in time, as explained by the development of particular geographic approaches. The issue can be studied from the perspective of social sciences, landscape ecology, agriculture science, regional development and other approaches that are described and critically evaluated. Research in particular of the physical structure of the land is based on analysis of the wide used data of cadastre and relatively new source of Land Parcel Identification System (LPIS) data. Agricultural land in the Czech Republic is decreasing according to the cadastre by 12 ha/day. This value is created according to certain methods, it expresses the average of the different driving forces and different region (it includes soil sealing and also a development of forest). The author presents various interpretations and in them he prefers decisions toward greater soil protection. Dissertation on the basis of the research with experts summarizes the most important problems of agricultural land (suburbanization, land abandonment, irresponsibility for land, lease of land, the price of land, land reforms, erosion and soil degradation, agricultural policy (greening), energy issues (biogas plants, biofuels, photovoltaics), which are supplemented with research probe, which dealt with the perception of these problems by farmers. In two cadastral areas was performed an analysis of the territorial changes and interviews with farmers. In pursuit of deeper application, recommendations formed mainly from the perspective of farmers were formulated (restrictions of irrational biogas stations, abidance of the principles of a proper soil conditions, limits of soil sealing by industry, houses, solar power systems, optimization of funding system, simplification of administration, optimisation of controls and urban planning and education). Discussion regarding particulary strong enviromental „turn“ in science and society, which can also lead to abuse interpretations of enviromental protection can be found in the final part of the thesis.. Important topics in land use changes are also dualities of profit and thrift, private and public property and productive and post-productive (or multifunctional agriculture). In discussion there are also solved factors as the marginalization of agriculture, lifestyle changes, the growth of organic farming, increasing awareness of environmental ethics and there are as well described social and technological ideas for improving the situation of agricultural land use. Czech agriculture is specific in EU due to the historical development (a high proportion of industrial agriculture and large farms, 75% in land rent, high erosion), which in the model of market production could lead to the destruction of agricultural land. An important recommendation for establishing a relationship to the land is the education about the soil. The concept of environmental protection is a social construct created and maintained by the structures of power. It is, therefore, necessary to have awareness how are the data on agricultural land interpreted, what are the methodologies, what is the purpose of research, at what time (under what paradigm) were data interpreted and what environmental ethics was used. This awareness should minimize the thoughtlessness with which are the influential interpretation taken over. The soil has a deeper non-monetary value because it is part of our life.
