Design and implementation of a new process of occupational safety and health in a specific hospital.

Abstract:

Diplomová práce se zabývá problematikou managementu bezpečnosti v konkrétní nemocnici. Cílem bylo vytvořit a zavést nový proces řízení bezpečnosti, který nemocnici zajistí dlouhodobě udržitelné uspokojivé výsledky v oblasti bezpečnosti. Byly aktualizovány a doplněny veškeré legislativou vyžadované náležitosti od kategorizace prací po bezpečnostní školení všech zaměstnanců. Zároveň došlo k ustavení bezpečnostní pracovní skupiny, která nově utváří celkovou politiku bezpečnosti a nese odpovědnost za plnění zákonných požadavků i fungování systému. Vedení nemocnice byly představeny možné varianty řešení uzpůsobené specifickým potřebám. Vybraná varianta byla zavedena na přelomu roku a její fungování vyhodnoceno po třech měsících. Pro vyhodnocení výkonnosti původního a nově zavedeného systému bylo využito klíčových ukazatelů výkonu. Změna hodnot těchto ukazatelů dokládá účinnost nově zavedeného systému. Nemocnice dosáhla stoprocentního podílu zaměstnanců s platným bezpečnostním školením i lékařskou prohlídkou. Stoprocentních výsledků bylo dosaženo také u ukazatelů sledujících celkové plnění legislativních povinností nebo výkon bezpečnostního managementu. Dokladem kvality nastaveného systému byla schopnost udržení rutinní operativy v chodu i rychlé reakce managementu při propuknutí epidemie virového onemocnění COVID-19.

Abstract:

The diploma thesis deals with the problematic of safety management system in a particular hospital. The main goal was to create and to implement a new management process that will ensure sustainable satisfactory results in the long term in the safety area. There were updated and completed all of the requirements required by legislation from work categorization to occupational safety and health training of all of the employees. At the same time was a safety working group set up, which newly forms the occupational safety and health policy and bears the responsibility for compliance with legal requirements and the operation of the system. The possible options of solutions adapted to specific requirements were presented to the hospital management. The selected option was implemented in the beginning of the year and the results were evaluated after the interval of three months. The key performance indicators were used for the evaluation of results of efficiency of the previous and new implemented system. The change of the index number proves the efficiency of the new implemented system. The hospital achieved the quantity of one hundred percent of the employees with a valid safety training and medical examination. The one hundred percent results were achieved also by the index of monitoring compliance with legal requirements or efficiency of safety management. The proof of the quality of the implemented system was the ability of maintenance of the routine procedure and quick reactions of the management during the pandemic outbreak of the COVID-19 virus.
