The Role of the Performing Arts in the Development of Cultural Diplomacy and International Cultural Relations of the Czech Republic

Abstract:

Disertační práce Postavení scénických umění ve vývoji kulturní diplomacie a mezinárodních kulturních vztahů České republiky popisuje vývoj a současný stav kulturní diplomacie České republiky. Výzkum kombinuje dvě základní témata. Prvním z nich je analýza strategických dokumentů ovlivňujících mezinárodní kulturní spolupráci na státní úrovni. Výzkum je zaměřen na scénická umění a jejich postavení a vliv na tento vývoj v období mezi roky 2010 – 2016. Práce se snaží ukotvit český kulturní sektor a scénická umění mezi kulturní diplomacií, kulturou ve vnějších vztazích a kulturní spoluprací a vymezuje tyto pojmy pro české prostředí. Druhou linií výzkumu je sběr a zpracování dat v mezinárodní kulturní spolupráci. Práce popisuje metodiku na evropské a národní úrovni a identifikuje nové zdroje, které by mohly současnou praxi sběru dat obohatit a napomoci tak rozvoji české kulturní zahraniční spolupráce. Výzkum je postaven na analýzách, které se postupně věnují strategickým dokumentům Ministerstva zahraničních věcí a jeho příspěvkové organizaci Českým centrům a dále Ministerstvu kultury a jeho příspěvkové organizace Institutu umění – Divadelnímu ústavu. Strategie jsou dány do kontextu s aktivitami implementovanými jednotlivými subjekty. Práce dále popisuje průsečíky jejich zájmů a prioritních oblastí z geografického a tematického hlediska. Zvláštní důraz je kladen na finanční aspekty mezinárodní spolupráce realizované z veřejných rozpočtů. Významným zdrojem informací pro výzkum je analýza grantových dotací Odboru mezinárodních vztahů Ministerstva kultury, která přináší informace o finančních objemech přidělených na realizaci projektů dle jednotlivých zemí a oborů. Na základě získaných informací práce přináší praktický pohled na zahraniční spolupráci ve scénických uměních a popisuje jejich význam v mezinárodních kulturních vztazích. Závěr práce přináší podněty na úpravu strategií a metodiky sběru a zpracování dat, které by posílily postavení kultury a scénických umění v mezinárodních vztazích.

Abstract:

The dissertation thesis The Role of the Performing Arts in the Development of Cultural Diplomacy and International Cultural Relations of the Czech Republic describes the development and the current state of cultural diplomacy of the Czech Republic. The research is based firstly on analysis of strategic documents that influence and have influenced international cultural cooperation at the state level. It focuses on performing arts and their position and influence on Czech cultural diplomacy in the period between 2010 and 2016. The thesis anchors the position of the Czech cultural sector and performing arts in the concepts of cultural diplomacy, culture in external relations and cultural cooperation. It also defines the terminology for these concepts in the Czech environment. The second sphere of research is the collection and processing of data concerning international cultural cooperation. The paper describes the current methodology at European and national levels and identifies new sources that could enrich the current practice of data collection and enhance the development of Czech external cultural cooperation. The analysis presents the strategic documents of the Ministry of Foreign Affairs and the Czech Centres, its “contributory organisation.” It also presents the strategic documents of the Ministry of Culture and of the Arts Institute-Theatre Institute, its “contributory organisation.” The strategies are compared with the activities implemented by the analysed entities. Based on this, their shared interests, intersections and geographical and thematic priorities are identified. An emphasis is put on the financial aspects of international co-operation that are realised under the public budget. An important element of the research is an analysis of the grants from the Department of International Relations of the Ministry of Culture assigned to different projects. This provides information concerning the financial amounts allocated to different projects, divided by country and by artistic field. As a result, the thesis brings a practical view of international cooperation in the performing arts field, and describes its importance in Czech external cultural relations. The conclusion of the thesis makes proposals for the amendment of strategies and methodologies of data collection that would strengthen the position of culture and performing arts in Czech external relations.
