Abstract:

Tématem práce je byrokracie ve veřejné správě. Jednotlivé kapitoly popisují byrokracii v jejím vývoji a historických souvislostech od diletantské formy správy až po vydělení jejích charakteristických rysů. Z teorie byrokracie Maxe Webera vychází také kritika funkcí byrokratické formy správy zaměřená na komunikační bariéry a nezamýšlené důsledky, které přináší byrokratizace. Reakcí na kritiku byrokracie je také snaha o zavádění manažerských metod do veřejné správy, které však nachází uplatnění spíše v rámci vnitřní organizace. Součástí práce je také analýza procesu byrokratizace v oblasti územních finančních orgánů. Smyslem zpracování analýzy je pokusit se odpovědět na otázky jak probíhá proces byrokratizace v návaznosti na institucionální změny a změny právní úpravy a zda tyto změny účinnost organizace podporují, nebo oslabují. Přínosem práce jsou zjištění, která dokazují, že největší měrou se na byrokratizaci podílí právní regulace a zavádění a využívání informačních systémů, které kromě podpory výkonu úředních činností způsobují také nadbytečnou byrokratickou zátěž.

Abstract:

The topic of this thesis is bureaucracy in public administration. The thesis describes the development and historical context of bureaucracy from dilettantish administration to separation of its characteristic features. The criticism of the bureaucratic form of administration results also form the theory of bureaucracy by Max Weber which is focused on communication barriers and unintended consequences brought in by bureaucratization. In reaction to the criticism, the effort to introduce managerial methods to public administration is noticeable. These methods are, however, more likely exerted in the internal organization. The analysis of the process of bureaucratization in the filed of territorial financial authorities is also part of the thesis. The purpose of the thesis is to try to answer the question how the process of bureaucratization is proceeding in connection with the institutional changes as well as the changes of legal regulation and whether these changes support or weaken the effectiveness of the organization. The contributions of this thesis to the topic are the findings which prove that it is legal regulation and introducing information systems that affect the process of bureaucratization the most, but which also cause the excessive bureaucratic burden.
