Proposal for the introduction of the PAYT system in the waste management of the municipality of Libouchec

Abstract:

Odpadové hospodářství je v ČR jednou ze standardních služeb zabezpečovaných obcemi. V posledních letech se však náklady na tuto veřejnou službu značně zvyšují, a proto je vhodné hledat možnosti, jak toto vylepšovat. Motivací pro tuto práci je snaha o snižování množství vytvářeného odpadu a zároveň zlepšení míry třídění, což by ve výsledku mělo vést ke zlepšení nejen ekonomických, ale i environmentálních výsledků obce v této oblasti. V rámci rešerše literatury byly zkoumány odborné publikace týkající se odpadového hospodářství, včetně konkrétních způsobů aplikace systému PAYT. Cílem práce je navrhnout konkrétní systém PAYT pro obec Libouchec a odhadnout jeho finanční a environmentální dopady. Metodika zahrnuje sběr primárních a sekundárních dat o současném odpadovém hospodářství, porovnání možných variant systému PAYT, dotazníkové šetření obyvatelstva, návrh motivačního systému, finanční analýzu a dále kvantitativní analýzu snížení množství SKO a zvýšení tříděného odpadu. Práce může být využita při implementaci nového systému odpadového hospodářství v obci Libouchec a využita jinými obcemi se stejnými problémy.

Abstract:

Waste management is one of the standard services provided by municipalities in the Czech Republic. However, the cost of this public service has increased considerably in recent years and it is therefore appropriate to look at ways of improving this. The motivation for this work is to try to reduce the amount of waste generated while improving the sorting rate, which should in effect lead to improvements not only in the economic but also in the environmental performance of the municipality in this area. Specialist publications on waste management, including specific ways of applying the PAYT system, were examined as part of the literature review. The aim of the work is to design a specific PAYT system for the municipality of Libouchec and to estimate its financial and environmental impacts. The methodology includes the collection of primary and secondary data on the current waste management, comparison of possible options of the PAYT system, population survey, design of the incentive system, financial analysis, and quantitative analysis of sko reduction and increase of sorted waste. The work can be used in the implementation of the new waste management system in the municipality of Libouchec and used by other municipalities with the same problems.
