Possibilities and benefits of using artificial intelligence (AI) tools in public administration practice

Abstract:

Bakalářská práce se zabývá možnostmi a přínosy využití nástrojů umělé inteligence (AI) v praxi veřejné správy. Cílem práce je posoudit efektivitu nasazení AI na automatizaci správních procesů. Teoretická část vymezuje konceptuální rámec digitalizace, automatizace a měření efektivity ve veřejném sektoru. Praktická část je založena na komparativní případové studii dvou městských úřadů, která využívá data z procesních analýz a časového snímkování. Výsledky ukazují, že u rutinních agend naznačuje výzkum potenciál pro významné časové a finanční úspory, zatímco u variabilních agend spočívá přínos v úspoře času kvalifikovaných pracovníků a zvýšení dostupnosti služeb. Práce rovněž identifikuje klíčové bariéry implementace, kterými jsou zejména uzavřenost státních registrů a nedostatečné digitální kompetence zaměstnanců. Výsledky jsou limitovány tím, že kvantitativní data pocházejí od komerčních dodavatelů zkoumaných řešení a nebylo možné je nezávisle ověřit.

Abstract:

This bachelor thesis explores the possibilities and benefits of using artificial intelligence (AI) tools in public administration practice. The aim of the thesis is to assess the efficiency of deploying AI for the automation of administrative processes. The theoretical part defines the conceptual framework of digitization, automation, and efficiency measurement in the public sector. The practical part is based on a comparative case study of two municipal authorities, utilizing data from process analyses and time-motion studies. For routine agendas, the results indicate a potential for significant time savings and reduced administrative burden, the financial scope of which would require independent verification, while for variable agendas, the benefit lies in saving the time of skilled workers and increasing service availability. The thesis also identifies key barriers to implementation, specifically the closed nature of state registers and insufficient digital competencies of employees. The findings are limited by the fact that quantitative data were sourced from commercial vendors of the examined solutions and could not be independently verified.
