Social reform Hartz IV as an outcome of the reunion process of Germany

Abstract:

V první popisné části se předkládaná práce věnuje problematice sjednocení rozděleného Německa na počátku 90. let a jeho dopadům na ekonomiku této největší členské země Evropské unie. Významnou součástí této části práce jsou politicko-ekonomické souvislosti sjednocení a dopady na celkový vývoj Evropské unie – zejména pak zavedení eura. Tyto poznatky pak mají být základnou pro pochopení nutnosti reforem popisovaných v druhé části práce. Analytická část práce má dva hlavní pilíře. Jedním z nich je představení reformy pracovního trhu známé pod názvem Hartz IV (a také jejích dalších součástí zejména pak třetího Hartzova zákona). Na základě předchozích poznatků z první části pak druhá část obsahuje analytické vyhodnocení nutnosti reforem a propojení souvislostí mezi těmito reformami a sjednocovacím procesem. Kromě toho se pak práce v této části věnuje silným a slabým stránkám reformy, přičemž dochází k závěru, že pro úspěšnou přestavbu pracovního trhu v Německu je zapotřebí v započatých reformách pokračovat.

Abstract:

In the first part is the bachelors thesis coping with the problem of uniting Germany in the 90s and its impacts to the countrys economics. Very importnant components of this part are also the political-economical consequences of the uniting and the impacts on the whole developement of the European Union – especially on the intoducing of Euro. Those knowledges should serve as the base for understanding of the need of reforms described in the second part. The analytical part has two main pillars. One of them is itroduction of the reform of the labour market known as Hartz IV (and also other parts of the reform mainly the Hartz III law). In respect to the knowledge from the previous part tries the other to analyse and evaluate the need for the reform and puts this reform in relation with the reunion process. Except of that is this part describing the pros and cons of the reform and comes to the conclusion that for a successful rebuilding of the German labour market is continuity in the reform process needed.
