Abstract:
Tato práce pojednává o principu fungování veřejné správy a s tím spjaté činnosti Ústavního soudu nejen ve věcech správních, ale i obecně. Vysvětluje rozdíl mezi státní správou a samosprávou, v rámci níž mají obce jako samosprávné celky pravomoc vydávat obecně závazné vyhlášky, konkrétně je v práci věnována pozornost jejich ústavnímu přezkumu.
