Competitive analysis of rail freight transport in selected countries focusing on meeting goals set by European Union

Abstract:

Práce se zabývá analýzou využití a podpory nákladní železniční dopravy v České republice, Slovensku, Německu, Polsku, Rakousku a Itálii. Účelem analýzy je vyhodnocení strategické pozice České republiky v tomto srovnání a zároveň spolu s překážkami interoperability práce vyhodnocuje reálnost splnění cíle Evropské unie 30 by 2030. Tento cíl usiluje o přenesení 30 % veškerého nákladu na evropské železnice do zmíněného roku. V následujících kapitolách je postupně představena historie železniční dopravy od evropských počátků až po vývoj ve zkoumaných státech. Dále zabývá cílem EU a evropskou železniční sítí, detailně popisuje dílčí železniční koridory TEN-T a RFC. Pozornost je také věnována největším překážkám interoperability a základnímu popisu nákladových položek. Praktická část následně začíná rozborem ceníků jednotlivých států za využití železniční dopravní cesty. Další kapitola pak zkoumá ceny trakční energie v těchto státech a jejich programy podpory vůči nákladním železničním dopravcům. Následně jsou ze zjištěných poznatků nedefinovány parametry pro cenovou kalkulaci. Tato kalkulace nabízí nákladové srovnání standardní a zvýhodněné, které zohledňuje programy podpory daného státu. Zhodnocení této části přináší kritické určení České republiky v nabízené podpoře a nákladových podmínkách. Druhá část praktické části se pak zabývá výkonnostními ukazateli jednotlivých RFC koridorů. Ve zhodnocení jsou tato data spolu s vyzkoumanými problémy a překážkami interoperability kriticky vyhodnocena a je determinována reálnost splnění cíle 30 by 2030.

Abstract:

The main goal of this Master´s thesis is to analyze the current state of freight rail transport in selected countries. Czech Republic, Slovakia, Germany, Poland, Austria, and Italy have been chosen for competitive analysis, focusing on supportive programs towards freight rail operators and the absolute cost caused by using their railway infrastructure. The output of this Master´s thesis is to determine the position of the Czech Republic in such an environment and decide whether goal 30 by 2030 set by European Union could be possibly met. Starting chapters are bringing insight into the history of building railways in the whole of Europe and then, describe in more detail, the progress in selected countries. The next part of the theoretical section is dedicated to explaining goal 30 by 2030 set by European Union, introduction to the TEN-T and RFC railway corridors, and insight into the European railway network. The introduction of obstacles to interoperability along with a brief explanation of the main expense items of railway operators leads to the end of the theoretical part. The practical part starts with the railway route cost summary and traction current prices from each infrastructure manager of selected countries. Supportive initiatives are investigated in the next chapter with an important role in the calculation part of this Master thesis. For purpose of calculation are defined characteristics that lead to making standard cost calculations and also discounted cost calculations in countries where supportive initiatives were found. Results of the calculation bring a foundation for critical judgment of the Czech Republic´s position amongst selected countries in cost adequacy and given support towards railway operators. The second part of the practical part is focusing on the KPIs of RFC corridors. In conclusion, these data are connected with earlier found obstacles and evaluate if there is a possibility to make 30 by 2030 happen.
