Mandatory Expenses - The Crucial Challenge in Czech Public Finance

Abstract:

Diplomová práce se zabývá Mandatorními výdaji státního rozpočtu ČR, které v posledních letech představují významnou část výdajů státního rozpočtu. Nejprve se práce zaměřuje na obecnou funkci veřejných financí. Dále práce definuje veřejné rozpočty, rozpočtovou soustavu a třídění příjmů a výdajů pomocí rozpočtové skladby. Práce seznamuje s používáním metodiky vykazování vládního deficitu a dluhu různými institucemi. Dále práce přechází na funkce státního rozpočtu, zkoumá strukturu příjmů státního rozpočtu, daňové zatížení subjektů, strukturu výdajů státního rozpočtu a postavenení mandatorních výdajů ve struktuře státního rozpočtu, vč. vývoje jednotlivých druhů mandatorních výdajů v časovém období. Práce podává obraz o dopadech mandatorních výdajů na veřejné rozpočty vč. dopadů na fiskální politiku státu. Porovnává mandatorních výdajů na sociální ochranu mezi státy EU.

Abstract:

The subject of this thesis is the mandatory expenditures of the Czech Republic government budget. In the past few years, mandatory expenditures have taken up a considerable portion of the overall budget expenses. First, this thesis will focus on the general purpose of public finance. Then, the thesis deals with public budgets, the budgetary system and the classification of incomes and expenditures using a budget structure. The thesis provides information about the methodology of reporting the government deficit and debt done by various institutions. Next, the thesis moves on to the purposes of the government budget, it studies the structure of the government budget incomes, the tax burden of companies and individuals, the structure of government budget expenditures, including their development in time, and mandatory expenditures.
