Abstract:

Práce pojednává o Czech POINTu, jenž patří v současné době k nejvýznamnějším projektům e-governmentu v České republice a je skutečným důkazem, že veřejná správa se snaží plně naplnit zásadu subsidiarity, a tím se co nejvíce přiblížit občanovi. Tento projekt se stal hitem roku 2007 a neustále nabývá na významu díky rozšiřování o stále nové agendy. Práce se skládá ze tří stěžejních částí. Obecné části, která se zabývá e-governmentem a jeho nástroji od počátku do dnešní doby; jsou zde objasněny základní pojmy, stručně jsou zmíněny dokumenty a organizace zabývající se e-governmentem v České republice i v rámci Evropské unie. Krátce je zmíněna bezpečnost informačních systémů. Druhá část je věnována samotnému projektu Czech POINT, jeho realizaci v České republice od pilotního provozu projektu až po jeho současné využití. Třetí část nastiňuje problematiku zavedení projektu Czech POINTu na Městském úřadu v Týnci nad Sázavou. Výzkum je zaměřen na analýzu vydávaných výpisů od 1. 1. 2008 do konce února 2009 dle druhu vydávaných výpisů a využitelnosti jednotlivých agend.

Abstract:

This thesis is about Czech POINT, which is nowadays one of the most important projects of e-government in the Czech Republic and means true evidence that Public Administration Authorities seek to fully meet the principle of subsidiarity and by this to get as close to the citizens as possible. This project became a hit of the year 2007 and it has been constantly growing in importance thaks to expansion of new and new agendas. This thesis consits of three parts. In the first - general part, which considers its tools from the begining to the present time, there are clarified basic definitions, shortly mentioned documents and organizations connected to e-government in the Czech Republic as well as in European union. Information security is also briefly specified. The second part is aimed to the project Czech POINT itself, its implementation in the Czech Republic from pilot phase to the current use. The third part outlines the issues of the Czech POINT implementation at the municipal office in Týnec nad Sázavou. Research itself is focused on the analysis of issued printouts from spring 2007 to the end of February 2009 according to the type of issued printouts and usage of single agendas
