EU common trade policy - EU trade policy measures in relation to Russia

Abstract:

Tato práce se zabývá vývojem obchodu se zbožím mezi EU a Ruskem od zavedení evropských opatření v reakci na situaci na Ukrajině a ruských protiopatření. Dále popisuje změny ve vývoji hospodářství Ruska. Nakonec shrnuje aktuální diplomatické vztahy mezi oběma celky a predikuje jejich budoucí vývoj. Teoretická část se věnuje představení obchodně politických opatření EU jejichž součástí jsou i sankce jako nástroj společné bezpečnostní a zahraniční politiky. Dále shrnuje nejvýznamnější mezníky ve vztazích mezi EU a Ruskem. Nakonec prezentuje opatření, která byly přijata EU v reakci na Ruské destabilizační jednání na Ukrajině. Praktická část se věnuje sledování vývoje obchodu se zbožím mezi EU a Ruskem od zavedení evropských opatření a ruských protiopatření v letech 2014 a změny ve vývoji hospodářství Ruska. Na konci shrnuje aktuální diplomatickou situaci mezi EU a Ruskem a dedukuje možný budoucí vývoj. Změny v obchodě jsou znatelné na obou stranách. EU se nicméně povedlo vyrovnat deficit z obchodu s Ruskem během několika let. Ruské hospodářství je ovlivněno trvaleji. Nejen v důsledku neustálého prodlužování oněch opatření, ale hlavně také kvůli poklesu ceny ropy a směnného kurzu rublu. Fakt, že jsou sankce prodlužovány a rozšiřovány, je jedním z důvodů, proč jsou diplomatické vztahy na bodě mrazu.

Abstract:

This work deals with the development of trade in goods between the EU and Russia since the introduction of European measures in response to the situation in Ukraine and Russian countermeasures. It also describes the changes in the development of the Russian economy. Finally, it summarizes the current diplomatic relations between the two units and predicts their future development. The theoretical part is devoted to the presentation of EU trade policy measures, which includes sanctions as an instrument of the common security and foreign policy. It also summarizes the most important milestones in EU-Russia relations. Finally, it presents the measures taken by the EU in response to Russia's destabilizing actions in Ukraine. The practical part is devoted to monitoring the development of trade in goods between the EU and Russia since the introduction of European measures and Russian countermeasures in 2014 and changes in the development of the Russian economy. Finally, it summarizes the current diplomatic situation between the EU and Russia into the events of March 2021. Changes in trade are noticeable on both sides. However, the EU has managed to close the trade deficit with Russia within a few years. The Russian economy is more permanently affected. Not only due to the constant prolongation of those measures, but mainly also due to the decline in the price of oil and the exchange rate of the ruble. The fact that sanctions are being extended is one of the reasons why diplomatic relations are at a freezing point.
