Diplomová práce se zabývá opatřením obecné povahy jako právní formou nahrazující podzákonné právní předpisy. Struktura práce je koncipována od obecného ke konkrétnímu, kdy jsou v úvodu vymezeny jednotlivé formy činnosti veřejné správy. The diploma thesis deals with measure of general nature as a legal form replacing by-laws (secondary legislation). The diploma thesis’s structure is conceived from general to specific, where the term “public administration activities” is defined in the introduction.
