Regional Election

Abstract:

Krajská politika se za poslední desetiletí stala plnohodnotnou součástí české politiky. Díky svěřeným kompetencím, zejména v záležitostech týkající se zdravotnictví a školství, se kraje staly do jisté míry protiváhou vládnoucím silám. Bakalářskou práci, na téma volby do krajských zastupitelstev, jsem rozdělil do několika částí. První část jsem věnoval vymezení pojmu územní samosprávy, její ústavní zakotvení a postavení v rámci veřejné správy v České republice. Navazující částí je charakteristika kraje, jako vyššího územně samosprávného celku, zaměřená na historii vzniku krajů, jejich pravomocí a orgánů. Dále je práce zaměřena na právní úpravu voleb do krajských zastupitelstev, financování voleb a volební systém. V další části práce jsem provedl vyhodnocení jednotlivých voleb do krajských zastupitelstev, které proběhly v letech 2000, 2004 a 2008. V tomto vyhodnocení jsou uvedeny celkové výsledky voleb v rámci České republiky a následně výsledky v jednotlivých krajích, s podrobnějším zaměřením na kraj Jihomoravský. Závěrečnou část práce jsem věnoval komparaci těchto voleb a vlivu celostátní politiky na krajské volby.

Abstract:

The regional politics became the fully-fledged part of the Czech politics during the last decades.Thanks to commended authorities, especially in matters concerning the health service and the education, districts became the equipoise to ruling powers. The bachelor work, with the theme of the municipal council elections, is divided to several parts. The first part delimits the term of municipal authorities, its constitutional anchorage and the position within the public service of the Czech republic. The consequential part is the characteristic of the district, such as superior municipality, orientated to the origins of the districts, its competencies and authorithies. Then the work follows the legal form of the municipal council elections, the financing ot the elections and the electoral system. In the next part I realized the evaluation of the particulars elections of the years 2000, 2004 and 2008. There are total results of the elections within the Czech republic and, in consequence, the results in particulars districts, for more details in the South Moravian district. The final part describes the comparation of these elections and the influence of the national politics to the regional elections.
