Changes in the tax system and their impact on the economy

Abstract:

The object of the final thesis is the tax system of Czech Republic. The aim of this thesis is to describe legislative changes of the tax system and then analyse their effects on the economy with a focus on the management of state budget, state debt and the overall tax burden. The starting year of examining tax changes is 2008, in which a tax reform took place, which significantly affected development of the tax system in the country. The thesis is divided into three main parts. The first theoretical part describes basic theoretical definitions that relate to the issue of tax system. In the following analytical part are described specific tax changes since 2008 in the chronological order and their effects on total tax revenues and also on the development of the deficit of the state budget. The final chapter of bachelors thesis is focused on evaluation of all analysed changes and a proposals for improvement with a focus on the objectives that were set by Ministry of Finance. These objectives are to reduce the deficit of state budget, reduce the state debt, reduce the tax burden and reduce mandatory expenditures. The result after examination of this issue is that the analysed tax changes affect the revenue side of the state budget and therefore have a positive impact on the fulfillment of the described objectives.

Abstract:

Objektom skúmania záverečnej práce je daňový systém Českej republiky. Cieľom práce je opísať legislatívne zmeny daňového systému a následne analyzovať ich dopady na ekonomiku so zameraním na hospodárenie štátneho rozpočtu, štátny dlh a celkové daňové zaťaženie. Východiskovým rokom skúmania daňových zmien je rok 2008, v ktorom sa udiala daňová reforma, ktorá zásadným spôsobom ovplyvnila vývoj daňového systému v krajine. Práca je rozdelená do troch základných častí, teoreticko-metodologickej, analytickej a navrhovanej časti. V prvej časti sú definované základné teoretické pojmy, ktoré sa týkajú danej problematiky. V nasledujúcej časti sú chronologicky od roku 2008 opísané konkrétne daňové zmeny a ich dopady na celkové daňové príjmy a vývoj deficitu štátneho rozpočtu. Záverečná kapitola bakalárskej práce je zameraná na vyhodnotenie všetkých analyzovaných zmien a na návrhy zlepšenia daňové systému so zameraním na ciele stanovoné ministerstvom financií. Danými cieľmi sú zníženie deficitu štátneho rozpočtu, zníženie štátneho dlhu, zníženie daňového zaťaženia a zníženie mandatórnych výdajov. Výsledkom skúmania danej problematiky je, že analyzované daňové zmeny ovplyvňujú príjmovú stranu štátneho rozpočtu, a teda majú pozitívny vplyv na plnenie vyššie uvedených cieľov.
