Structure of the EU Budget

Abstract:

Předmětem bakalářské práce „Metody sestavování rozpočtu EU“ je rozbor fungování evropského rozpočtu, zaměření se na jeho příjmovou a výdajovou stránku a následně na jeho schvalování evropskými institucemi. Zpočátku se zabývám samotnou charakteristikou rozpočtu EU, tedy jeho složením, velikostí a především vývojem jednotlivých období finanční perspektivy. Dále zmiňuji, že je nutné unijní rozpočet reformovat, a to jak na straně příjmů, tak i výdajů, aby mohl lépe reagovat na měnící se hospodářskou situaci a plnit cíle stanovené Evropskou unií. V kapitole o příjmech je obsažena současná struktura rozpočtových zdrojů a navržení možných nových alternativních příjmů. Rozpočet je nyní financován převážně z příspěvků členských států, systém financování z vlastních zdrojů rozpočtu je pro současné potřeby nedostatečný. Další část práce je zaměřena na výdaje evropského rozpočtu, které financují politiky EU. Nakonec se zaměřuji na evropské instituce schvalující rozpočet EU.

Abstract:

The subject of the thesis „Structure of the EU budget“ is to analyze the functioning of the EU budget, focusing on its income and expenditure side as well as on its approval of the European institutions. Initially I discuss the characteristics of the EU budget, its structure, size and especially the development of individual financial perspective. Furthermore, I also discuss the need to reform the EU budget, both on the revenue side and expenditure in order to better respond to changing economic situation and meet the objectives set by the European Union. In the chapter concentrating on income is included the current structure of budgetary resources and proposal of possible new alternative income. The budget is now financed largely by contributions from member states, the system of financing from own resources is at the moment insufficient for current needs. Another part of this thesis is focused on the European budget expenses to fund EU policies. Finally, I focus on the European institutions approving the EU budget.
