Independence of the central banks of the Visegrad Group countries

Abstract:

Tato bakalářská práce se zabývá nezávislostí centrálních bank a jejím měřením. Cílem je vyhodnotit stav nezávislosti centrálních bank zemí Visegrádské čtyřky. V teoretické části práce jsou vymezeny základní pojmy týkající se centrálního bankovnictví a nezávislosti centrálních bank. Dále jsou představeny tři možné metody výpočtu nezávislosti centrálních bank, a to metoda pomocí GMT indexu, metoda pomocí Cukiermanova indexu a metoda pomocí indexu dle Lounganiho a Sheetse. V praktické části jsou pomocí metody deskripce popsány jednotlivé centrální banky zemí Visegrádské čtyřky, jež jsou v dalším kroku pomocí metody komparace srovnány dle zvolených kritérií. Dále jsou vypočteny míry nezávislosti jednotlivých centrálních bank zemí Visegrádské čtyřky dle GMT indexu a Loungani-Sheets indexu. Následuje zaměření na vývoj nezávislosti v čase, a to na míru nezávislosti na začátku transformace a v současnosti, k datu 15. 4. 2022. Nejvíce nezávislou centrální bankou dle GMT indexu je v současnosti Polská národní banka, následují společně Česká a Maďarská národní banka a na posledním místě skončila Národní banka Slovenska. V rámci Loungani-Sheets indexu v současnosti skončila nejlépe Polská národní banka, dále Maďarská národní banka, na třetím místě Česká národní banka a na posledním místě Národní banka Slovenska.

Abstract:

This bachelor thesis focuses on central bank independence and its measuring. The goal of the thesis is evaluating the state of independence of the central banks of the Visegrad Group countries. The theoretical part of the thesis defines the basic concepts related to central banking and the independence of central banks. Furthermore, three possible methods of calculating the independence of central banks are presented, namely the GMT index method, the Cukierman index method and the Loungani-Sheets index method. In the empirical part, the individual central banks of the Visegrad Group countries are described using the description method. Next individual central banks are compared according to the selected criteria in the next step using the comparison method. Furthermore, the independence rates of the individual central banks of the Visegrad Group countries are calculated according to the GMT index and the Loungani-Sheets index. This is followed by a focus on the development of independence over time, namely the degree of independence at the beginning of the transformation and at present, as of 15 April 2022. The most independent central bank, according to the GMT index, is currently the National Bank of Poland, followed jointly by the Czech National Bank and National Bank of Hungary and finally National Bank of Slovakia. Within the Loungani-Sheets index, National Bank of Poland currently finished the best, followed by the National Bank of Hungary, the Czech National bank in third place and the National Bank of Slovakia in last place.
