Interactive crisis management portal as an important information aspect of population protection in the region

Abstract:

V diplomové práci je analyzován současný stav připravenosti orgánů krizového řízení a obyvatelstva, v oblasti využití interaktivního portálu, k řešení krizových stavů a mimořádných událostí. Teoretická část práce je zaměřena na základní pojmy, legislativní a nelegislativní normy a literaturu s problematikou krizového řízení. V praktické části diplomové práce je popsán geografický informační systém jako základní, finančně nenáročný prvek, uchopitelný pro interaktivní formu portálu krizového řízení, je popsáno jeho současné využití a způsob tvorby mapy. Dále je provedeno srovnání úrovně krajských portálových řešení, které je ukazatelem rozdílných přístupů. Byl vytvořen dotazník pro starosty obcí a provedeny rozhovory. V práci je řešen integrovaný záchranný systém, jeho koordinace, systém ochrany obyvatelstva, jsou popsány prvky kritické infrastruktury, je zhodnocen stav krizového řízení a navržen model portálu krizového řízení. V práci je použita metoda kvalitativní, kvantitativní a komparativní. V závěru práce je hodnocen stav informačního zabezpečení obyvatelstva, jsou zmíněny výhody interaktivního systému a je navrženo unifikované provedení a financování jeho provozu. Výsledkem diplomové práce je vytvořená funkční webová aplikace Krizový informační portál města Milovice, která může být použita jako součást webových stránek města pro krizové řízení.

Abstract:

The diploma thesis analyzes the current state of preparedness of crisis management bodies and the population, in the area of using the interactive portal to deal with crisis situations and emergencies. The theoretical part of the work is focused on basic concepts, legislative and non-legislative standards and literature on crisis management. The practical part of the thesis describes the geographic information system as a basic, inexpensive element, graspable for the interactive form of the crisis management portal, describes its current use and method of creating a map. Furthermore, a comparison of the level of regional portal solutions is performed, which is an indicator of different approaches. A questionnaire was created for mayors and interviews were conducted. The work deals with the integrated rescue system, its coordination, the system of protection of the population, the elements of critical infrastructure are described, the state of crisis management is evaluated and a model of the crisis management portal is proposed. The work uses a qualitative, quantitative and comparative method. At the end of the work, the state of information security of the population is evaluated, the advantages of the interactive system are mentioned and a unified design and financing of its operation is proposed. The result of the diploma thesis is a functional web application Crisis Information Portal of the City of Milovice, which can be used as part of the city's website for crisis management.
