Critical analysis of endowment policy setting in Regional operational programme Severozápad inside of 2007 - 2013 programme period

Abstract:

Dotace představují významný nástroj uplatňované regionální politiky v České republice a politiky hospodářské a sociální soudržnosti Evropské unie. Programové období let 2007 2013 bylo poznamenáno problémy, zejména při čerpání prostředků Evropského fondu regionálního rozvoje prostřednictvím aktérů - regionálních operačních programů, způsobené nedostatky v řízení a kontrole výběru projektů ke spolufinancování. V důsledku vedla tato pochybení k obecnému negativnímu vnímání dotací jako nástroje korupce, plýtvání a deformace tržního hospodaření. Negativní vnímání je důsledkem způsobu podávání informací o čerpání, často povrchních, bez věcných souvislostí a objektivního hodnocení. Cílem této práce je kritické zhodnocení výsledků uplatňování dotační politiky na úrovni Regionálního operačního programu regionu soudržnosti Severozápad, v programovém období let 2007 2013, založené na systematickém posouzení naplnění programových cílů, vytyčených na začátku programového období. Výstupy, výsledky a dopady programu jsou měřeny podle předem daných ukazatelů, přičemž je posuzována relevantnost těchto ukazatelů ve vztahu k měření úspěšnosti programu a jeho přínosu pro rozvoj regionu. Dílčím cílem je pak retrospektivní pohled širší odborné veřejnosti, žadatelů a příjemců dotací na dotační politiku uplatňovanou v rámci programu, jako nástroje regionální politiky.

Abstract:

Grants represent very important tool of applied regional policy in the Czech Republic and policy of economy and social cohesion of the European Union. Programming period in the years 2007 - 2013 was marked by the problems, especially during the funds drawing from the European regional development fund, through the actors - regional operation programs, caused by lack of management and control of projects selection for the cofunding. These irregularities led consequently to the generally negative perception of subsidies as a tool of corruption, waste and distortions of the market economy. The negative perception is the result of the way of information about drawing, often superficial, without any factual context and objective evaluation. The aim of this work is a critical evaluation of the results of the implementation of subsidy policy at the level of the Regional Operational Programme of the Northwest region, in the programming period 2007 - 2013, based on a systematic assessment of the fulfilment of program objectives set out at the beginning of the programming period. Outputs, results and impacts are measured according to predetermined indicators, and is considered the relevance of these indicators related to measuring the success of the program and its contribution to the development of the region. Partial aim is retrospective look wider public, applicants and recipients of grants for the endowment policy in the context of the program as a tool of regional policy.
