Perception of the influence of the Podyjí National Park on the development of municipalities

Abstract:

Předkládaná bakalářská práce se zabývá územím Národního parku Podyjí a dotčenými obcemi, náležícími do jeho území a ochranného pásma. Hlavním cílem práce je definovat, jak vybraní stakeholdeři vnímají význam Národního parku Podyjí pro rozvoj obcí. Za vybrané stakeholdery jsou zvoleni starostové nebo místostarostové obcí. V první části práce je vysvětlena problematika ochrany přírody a krajiny ve spojení s regionálním rozvojem území. Druhá část práce se zaměřuje na charakteristiku regionu NP Podyjí a dotčených obcí. Cíle práce je dosaženo kvalitativním výzkumem s po-mocí polostrukturovaných rozhovorů se starosty nebo místostarosty obcí. Poslední část je věnována problematice územních plánů v oblasti zvýšené ochrany přírody a krajiny. Ze zjištěných informací je definován a okomentován význam Národního parku Podyjí pro rozvoj obcí. Respondenti jej vnímají z části jako instituci úřadu omezující obce, především v oblasti územního plánování a stavebního řízení. Pozitivní aspekty regionálního rozvoje jsou vnímány především v nabídce dotací a podpoře atraktivnosti regionu.

Abstract:

This thesis deals with the territory of the Podyjí National Park and the affected municipalities belonging to its territory and protection zone. The aim of the thesis is to define how selected stakeholders perceive the importance of the Podyjí National Park for the development of municipalities. For the selected stakeholders are elected mayors or deputy mayors of municipalities. The first part of the thesis explains the issues of nature and landscape protection in connection with the regional development of the territory. The second part of the thesis focuses on the characteristics of the Podyjí National Park region and the affected municipalities. The aim of the thesis is achieved by qualitative research with the help of semi-structured interviews with the mayors or deputy mayors of the municipalities. The last part is devoted to the issue of land use plans in the field of special nature and landscape protection. At the end of the thesis, the im-portance of the Podyjí National Park for the development of municipalities is defined and commented on from the obtained information. Respondents often perceive the Podyjí National Park as an institution of the authority restricting municipalities, especially in the area of spatial planning and building construction permit. Positive aspects of regional development are perceived mainly in the offer of subsidies and support of the attractiveness of the region.
