PRESIDENT TRUMAN'S FISCAL POLICY 1945-1953

Abstract:

Bakalářská práce předkládá analýzu fiskální politiky Spojených států amerických během obou funkčních období prezidenta Harry S. Trumana mezi lety 1945 a 1953. Na základě podrobné analýzy výsledků a dopadů Trumanovy fiskální politiky je cílem bakalářské práce verifikovat zadanou vědeckou hypotézu ve znění, že se prezidentu Trumanovi za pomocí nástrojů fiskální politiky podařilo dosáhnout postupného poklesu tempa růstu zadlužování federální vlády v obou jeho administrativách. Autor se při verifikaci spoléhal zejména na analýzu dostupných statistických pramenů. Dále byly k této práci stanoveny výzkumné otázky hledající odpovědi, na jaké hlavní faktory působily na vývoj příjmů a výdajů federálního rozpočtu, jak se vyvíjela struktura příjmů a výdajů federální vlády, a zda docházelo k prohlubování fiskálního deficitu v hospodaření federální vlády. V jednotlivých kapitolách bakalářské práce je postupně vysvětlena fiskální politika, hospodářský vývoj před a během sledovaného období, hospodářská politika prezidenta Trumana a analýza fiskální politiky federální vlády. Na základě této analýzy lze konstatovat, že i přes dílčí úspěchy ve snaze o snížení zadlužení se prezidentu Trumanovi nepodařilo dosáhnout postupného poklesu tempa růstu zadlužení v obou administrativách.

Abstract:

This bachelor's thesis presents an analysis of the fiscal policies of the United States during both terms of President Harry S. Truman between 1945 and 1953. Based on a thorough analysis of the results and effects of Truman's fiscal policy, the aim of the bachelor thesis is to verify the assigned scientific hypothesis in the wording, that President Truman, with the help of fiscal policy instruments, managed to achieve a gradual decrease in the growth rate of the federal government's debt during both his administrations. The author relied heavily on the analysis of available statistical sources for verification. Furthermore, research questions were set for this thesis, seeking answers to what major factors influenced the evolution of the federal budget revenues and expenditures, how the structure of the federal government's revenues and expenditures evolved, and whether there was a widening of the fiscal deficit in the federal government's management. Each chapter of the thesis explains in turn fiscal policy, economic developments before and during the period under review, President Truman's economic policies, and an analysis of the federal government's fiscal policy. Based on this analysis, it can be concluded that despite partial successes in debt reduction efforts, President Truman failed to achieve a gradual decline in the rate of federal debt growth in both administrations
