Territorial division of the state and its security aspects

Abstract:

Tato diplomová práce se soustředí na územní správní členění České republiky, a je strukturována do teoretické, praktické a návrhové části. V teoretické části jsou definovány klíčové pojmy veřejné správy a samosprávy, a podrobně zkoumá historický vývoj veřejné správy v ČR, od Tereziánských a Josefinských reforem až do současnosti. Zabývá se rovněž analýzou územního uspořádání a jeho bezpečnostními aspekty. Praktická část analyzuje aktuální problémy administrativního dělení a provádí kvantitativní výzkum zaměřený na vztahy mezi územním členěním. V návrhové části jsou shrnuty výsledky dotazníkového šetření a navrženy změny v administrativním dělení ČR na základě získaných dat. Celkově práce nabízí ucelený pohled na historický vývoj, aktuální stav a budoucí perspektivy územního správního členění v ČR, s cílem přispět k diskusi o jeho efektivitě a bezpečnostních aspektech.

Abstract:

This thesis focuses on the territorial administrative division of the Czech Republic, structured into theoretical, practical, and proposal sections. The theoretical part defines key terms of public administration and self-government, and closely examines the historical evolution of public administration in the Czech Republic from the Theresian and Josephine reforms to the present day. It also undertakes an analysis of the territorial arrangement and its security aspects. The practical part analyzes current problems of administrative division and conducts quantitative research focusing on the relationships between territorial divisions. In the proposal part, the results of a questionnaire survey are summarized, and changes in the administrative division of the Czech Republic are proposed based on the gathered data. Overall, the thesis provides a comprehensive view of the historical development, current status, and future prospects of the territorial administrative division in the Czech Republic, aiming to contribute to the discussion on its efficiency and security aspects.
