Changes in the tax on personal income and the redistribution of income in the period 2004 - 2009

Abstract:

Tato bakalářská práce se zaměřuje na daň z příjmů fyzických osob a přerozdělení důchodů ve společnosti. Cílem je analyzovat redistribuční efekt daně z příjmů fyzických osob, a to v období 2004 2009. V tomto období došlo k zásadním změnám ve zdanění fyzických osob. Jednou z největších změn byl přechod od standardních odpočtů ke slevám na dani v letech 2005 a 2006. Tato změna byla uskutečněna s cílem zvýšit progresivitu osobní důchodové daně. V letech 2005 2007 existoval institut společného zdanění manželů. Další významné změny se odehrály v roce 2008, kdy byla zavedena lineární sazba daně a zrušena uznatelnost sociálního pojistného jako daňového výdaje, navíc byla pro zaměstnance zavedena tzv. superhrubá mzda. Tato práce popisuje změny v konstrukci daně z příjmů, které proběhly ve sledovaném období. Dále se zabývá vlivem daně z příjmů fyzických osob na rozdělení příjmů ve společnosti. Srovnává rozdělení důchodů ve společnosti před zdaněním a po zdanění. V závěru práce je analyzován vývoj daňové progresivity v letech 2004 2009. Pro dosažení stanoveného cíle jsou použity metody založené na Lorenzově analýze. Data, která jsou v práci použita, pocházejí z šetření EU -- SILC, které provádí Český statistický úřad.

Abstract:

This bachelor thesis focuses on tax on personal income and the redistribution of income in the society. The aim is to analyse the redistributive effect of taxes on personal income between the years 2004-2009. In this period, there were significant changes in the taxation of individuals. One of the biggest changes was the transition from the standard deductions to the tax rebates in 2005 and 2006. This change was implemented in order to increase the progressivity of personal income tax. Between the years 2005 - 2007 there was a joint taxation of spouses. Other significant changes occurred in 2008, for example, a linear tax rate was introduced, deductibility of the social insurance as tax expenditure was repealed and moreover there also was introduced so-called super-gross salary for employees. This thesis describes the changes in the structure of income tax, which took place during the period. It also deals with the influence of personal income tax on the income distribution in the society. It compares the distribution of income in the society before the taxes and after taxes. In conclusion, the thesis analyses the evolution of tax progressivity between the years 2004 -- 2009. To achieve its objective the methods based on Lorenzo's analysis are used. The data used in the thesis, come from the EU - SILC research provided by the Czech Statistical Office.
