Abstract:

Bakalářská práce se zabývá ex post evaluací projektů, které byly realizovány městem Hluboká nad Vltavou a financovány z fondů Evropské unie v plánovacím období 2014-2020. Práce se zaměřuje především na tři konkrétní projekty, jejich výzvy a administrativní náročnost, realizaci a naplněnost indikátorů, udržitelnost. Zda byly uskutečněny v souladu s potřebami obce a se Strategickým plánem. Úvodní teoretická část se věnuje regionální politice a jejím vývojovým etapám, dále vymezení pojmu evaluace a samosprávě města Hluboká nad Vltavou, jejímu Strategickému a Akčnímu plánu. V druhé, praktické části, se detailně zaobírá třemi projekty, které město uskutečnilo, jejich projektovým výzvám, realizaci a následně hodnocení dopadů. Zaměřuje se na stanovené indikátory, udržitelnost a soulad s potřebami obce.

Abstract:

The bachelor thesis addresses the ex-post evaluation of projects undertaken by the city of Hluboká nad Vltavou and financed through EU funds during the planning period of 2014-2020. The thesis primarily explores three specific projects, analysing their challenges, administrative complexities, execution process, indicator fulfilment, and sustainability. It aims to assess whether these projects were executed in alignment with the municipality's needs and the Strategic Plan of the city. The introductory theoretical section delves into regional policy and its developmental stages, along with defining the concept of evaluation. It also provides an overview of the municipality of Hluboká nad Vltavou, encompassing its Strategic and Action Plan. In the practical segment, the thesis thoroughly examines three projects executed by the city, focusing on project calls, implementation, and subsequent evaluations of impact. It places emphasis on the set indicators, sustainability aspects, and the projects' coherence with the municipality's requirements.
